(i appologise if this is in the wrong place)
i want to make a character who is pretty smart (makes his own gadgets, etc.) he dosent have any real powers but he uses a pair of gauntlets that he created to, in a way, simulate powers(ie. sonic/vibrations, healing, telekinesis).
i dont know if this would be considered power armor or not... i dont think it is because power armor has it own weapons and abilitys, but its not the character actually using the power.
how would i write this guy up?
would i be able to give the actions -2 levels for powers being unstable without device?

Do you want to mimic any power or just specific ones?
If you want to mimic any power, the only actions I know of that can do that at will are masteries and the Power Cosmic, and really, it's just Power Cosmic. Masteries can contain a ton of actions and you can do a lot with Unlimited Create/Manipulate, but to just directly mimic actions you want the Power Cosmic.
So, you want to put the Power Cosmic in your gauntlets...
If you just want some specific powers, then you want to look at equipment building guidelines in the back of the Avengers guide. Prepare to be depressed at the cost. It may eventually be better to just buy powered armor.
Versatility is very expensive in MURPG. It isn't impossible by any means, but characters aren't really supposed to be able to do everything at once.

Well according to the Pricing Guidelines in the back of the Avengers Guide - "Equipment that acts like Modifiers or Abilities: Pay for such equipment just as if you were paying to get that Modifier or Ability for yourself. (For example, if you want an item that can Reconstitute yourself, you must pay 8 white stones, the same as it would cost you to buy Reconstitute Self for your character.)"
In the next section they discuss extra costs for varying "free stones" equipment which simulates other Actions. Do you mean to still have to spend energy for the Actions that the gauntlets give you (I'm assuming, yes)?

no, i didnt want to mimic any power just a few i deffinatly want to give them the sonic/vibration and healing
and i do not have the avengers guide

Then you would just buy the powers as they are normally priced, pay one extra stone to make your gauntlets indestructible, and be on your way.
You character obviously can not use the powers of the gauntlets without the gauntlets, and if you get your powers from the gauntlets you're not eligible for the "Out of control without device" disadvantage. To get that disadvantage the powers have to be on the person not the equipment.
If you want to make the stones for the actions free when you use them, that's going to cost more stones. How many exactly I can't tell you because I do not have my Avengers Guide with me.
Speaking of the Avengers Guide, I was pretty thrilled with it overall when I bought it. It has a lot of good write-ups for nasty characters (War Machine's agility is 9, take THAT guy-who-gives-all-his-characters-agility-7!) and some really nice new actions, modifiers, advantages, disadvantages, and challenges. My favorite action in the book is probably Statecraft (Think leadership + a cool factor), my favorite advantage is probably phase attack (Reach into their chest and crush their heart), and my favorite modifier is Instant Healing Factor (Yes I said INSTANT).
Although be warned, while I liked a lot of the new abilities available to players there aren't many in the book. So while a good percentage of them are pretty cool, there aren't that many total.
Also, in the back of the book are pricing guidelines for designing your own equipment. The nice things about these guidelines is that they make a way for you to build some really awesome equipment. The bad thing about these guidelines is that if you follow them exactly your equipment will end up costing you more stones than you're made of.
