Actually, speed 2 would be in place, as he somehow managed to run away from Batman all those times.

In Batman and Captain America crossover, he was immune to Red Skull's toxins as well. That's saying a lot!

You might wanna specify a limit to his stat increases granted via Insane Strength. Otherwise, you have a good start for the sort of "manic, manipulative clown" kind of Joker.
edit: Now that I think of it, I'd love to see a build of the Joker that uses Alternate Form. In Arkham Asylum, it's stated that the Joker may have some kid of "super-sanity," where he can't compartmentalize and organize the influx of sensation in the way a normal person would, and thus he has no one single personality (as he is unable to seperate the notion of "self" from "other," the very foundation of a personality). He chooses who he is every day depending on what would be the most interesting or useful, be it harmless prankster or homocidally unhinged psycopath.
A Joker that has Alternate Forms reflecting all of his main "personality defaults" would be really cool. What are all his defaults, anyway? There's the aforementioned prankster (like Cesar Romero), the homicidal psycho (like Heath Ledger), the Clown Prince of Crime (like on the Animated Series)... any others?

Most interpretations fall within that continuum (with Mark Hamill's Joker straddling the middle as much as a kid's cartoon show reasonably can.)

Oh...
Well, I wasn't any too fond of that Joker. I guess I'd call that the "Joker is a Ninja who laughs too much" Joker, since in his first appearance he managed to fight with Batman with his arms in a straight jacket

Joker was bad ass. He also deadly funny. Like shooting giant gumballs at the police station. (Because when they step on it, the gum will stick to their shoes)
