Nobody mentioned it so far, but Thing and Thor can use both Weapon AND Strenght.

?! HOLY CRAP YOU ARE RIGHT! That just isn't fair. It is like the 2x Natural Healing Factor that Beast and Cap have. The writers don't say anything about it and so we the players are forced to make our own rules about it.

Sure they did, just not directly. -2 to lose one, +5 to add one or a total +3 CC Option.

Unless otherwise specified, when you purchase an ability or weapon modifier you can then ALWAYS use it with the action (Assuming you have a weapon in the case of the weapon modifier).
So if you buy a weapon modifier on close combat you get "weapon and ability bonus OR 2 weapon modifiers" because you previously had "ability bonus OR weapon modifier" and you added "weapon modifier" to the entire action. That's the default result.
You'd have to be seriously strapped for stones to create that crap Spider Man bought, I'm not sure exactly how you'd do it but more directly I'm not sure WHY you'd do it. Just buying an extra ability bonus gives you "two ability bonuses OR an ability bonus and a weapon modifier," not "two ability bonuses or weapon modifier." He bought his ability bonus at a discount or something, the important thing is to NOT use him as an example.
As for how it works on Telekinesis, nothing says you can't combine them, so if you buy them both, you've got them both all the time together whenever you've got a weapon. For those of you concerned about the power of this interpretation of telekinesis, don't forget that for every 10 feet of distance you're bleeding stones.

Doesn't change the fact that you've got a way more functional version of Close Combat for a lower price tag.

The book is notoriously broken when you take it at RAW; I don't think it's unreasonable to rule it with the two counting separately.

If they were static sure. But if you pay for it, even at a packaged price it counts as an extra that can be used in conjunction with the standard. Consider it the same as buying an extra weapon mod for CC. You would then be able to use your standard bonus or weapon AND the other weapon bonus that you bought.
I am with Dio/Others in that if you buy it, even at a reduced price it is not limited as a standard bonus would be.
