I am thinking of a NPC/PC that can Astral Project tele-empathically. I am thinking of a SPFX that allows him to "Astral Spy" using his second power set, then gain a Step-Up(+1) (or Double) Die to his first power set (one trait & pay 1PP for both) when he encounters that person, place or thing again. Otherwise if someone plays the character this will convince them to use his astral powers for a big boost & rep using gained knowledge for an upper-hand. Does this seem too over-powered?

To answer your question I recommend looking up Dr, Strange's datafile in the civil war book. He has the Astral projection ability that has not only been created but a blue print of an idea of how you want to test this power before scaling it.
As far as it being a SFX I would say it should cost a PP for doubling and step up for regular use. In my opinion at least.
With Marvel heroic itself its more of how many dice I can toss at once and how big. In my experience as both Player and watcher. I make sure that myself and my players understand the risk/reward to pulling astral Projection cause lets face it if your body is not in safe hands shit can happen.Plus the Astral plane (Or Astral Sea in D&D) Is not a nice place to go alone.
