Hello All,
I have recently begun to run a face-to-face pen-and-paper game with a group of friends who have never played or heard of MURPG before (this after a few years of hiatus from the game myself). I am running a homebrew setting set in today's modern day where a small percentage of people have begun to display superhuman abilities after a worldwide cosmic event happened.
I had this great concept for a tortured soul of an NPC that might turn into a villain depending on how my group's characters react to him. He was a virologist who had devoted his life to helping to cure people of infectious diseases until recently when he started to infect people with virulent disease simply by touch.
I scoured the books, Spidey's Guide, and the Boards over the last few weeks only to find to my dismay that there did not seem to be any sort of rules to explain what I wanted to do. So this is my attempt at writing a new Action that is fair and not overpowered. It is an amalgamation of Drain Energy, Corrosive Touch, and the rules for Weakness from Voodoo out of the Guide to the Hulk & the Avengers (p. 40).
I hope that you will find it interesting and I look forward to your critiques. Please let me know if you find any imbalances and how you might go about correcting them.

Infectious Touch
Cost Level = Action Number + 3 Levels
Description
Your touch is a specialized Close Combat attack that carries a single strain, or a variety, of dangerous bacterial and viral illnesses capable of instant and rapid infection. First, you must touch your opponent (i.e., get past their defenses). If you do so, you can then spend stones up to your Action Number for an attack vs. your opponent’s Durability, which ignores Toughness and Defensive Armor like an armor penetration attack.
Compare your stones of attack versus your opponent's Durability. Any stones in excess are treated as “damage” as the opponent becomes rapidly infected with the disease. The character loses the use of one red stone of energy for every stone of “damage”. (E.g., 5 stones of Infectious Touch vs. 3 Durability makes 2 red stones temporarily sick and weakened), and will not regenerate until the victim recovers. The victim continues to rapidly sicken and loses an additional red stone from their Energy pool each subsequent Panel until they reach zero Energy and collapse. After that, the infection begins to chew through the victim’s Health at the rate of one white stone every hour until death or until halted by treatment.
Additionally, as the symptoms of the illness rapidly ravage the victim until unconsciousness, the Resistance of all actions increase (per Situational Modifiers List p 104) by +1 R for every stone of initial damage to indicate the severity of initial infection.

An interesting take on a “cursed” character that doesn’t want to be a vampire with Drain Energy or scorch people to dust with Corrosive Touch.
Rules for Action Box:
* Spend stones up to Action Number after successful touch attack
* Stones vs. Durability, “Damage” to Energy
* 1 Red Stone damage per subsequent Panel until 0 Energy
* Afterwards, 1 White Stone damage to Health per hour until death or treatment
* <Choose illness(es)>
Example
Pestilence has stumbled into the local pharmacy ranting that he is carrying the plague. Everyone backs away in alarm, but the security guard on duty approaches the filthy, cadaverous-looking homeless man to escort him out. When then security guard grabs Pestilence’s hand, the shock triggers the mutant’s ability and unleashes 5 stones of Infectious Touch at the successful contact. The guard has a Durability of 2 and instantly becomes infected with 3 stones of “damage”. The guard loses 3 red stones of Energy and is unable to regenerate them as the plague rapidly infects him. The guard also gets a +3 Resistance Situational Modifier until he passes out after 3 Panels when the last of his Energy becomes infected and useless.
Pestilence runs out screaming in horror thinking that he has killed another person. The EMTs and ER personnel are able to get the guard stabilized after 2 hours keeping him at 1 White stone of Health and he has to spend the next couple of weeks recuperating.
