CHANGES/CLARIFICATIONS TO GENERAL RULES

NOTE: By 'general rules, I mean rules about the game that are not necessarily covered by Abilities/Actions/Modifiers/Challenges or Equipment rules, which I will cover separately below.

1) NO 9 ACTIONS LIMIT: Doesn't exist. A character can have however many actions as they care to learn provided they have the means and the experience to do so.

2) CADs OF EXISTING CHARACTERS IN THE BOOKS: Generally inaccurate and/or significantly outdated, and are not to be taken as accurate in general.

3) MAXIMUM ENERGY AND ENERGY REGENERATION: There is no Intelligence-based Energy special rule. Instead, characters' highest Ability between Durability and Willpower (see Abilities below) is used to determine max energy - 5x the AN (instead of 3x) - and energy regeneration. Also, see Healing Factiors, Energy Battery and Deep Reserves in Modifiers below.

4) MAXIMUM AN/MN: As a general rule, there is no 'hard' limit on how high an Ability/Action/Modifier can go (emphasis on *general rule*; there ARE exceptions). There are, however, some guidelines; typically, most characters' A/A/Ms are in the 1-12 range. Some may exceed it in one or more aspects and some are downright ridiculous. As far as most people are concerned, anything beyond 12+ probably feels immeasurable, but that doesn't mean no one could exceed it.

Racial Maximums in A/A/Ms do exist for a NORMAL human being, and other species/ natural creatures (also, it will be a bit higher than in core MURPG in my rules to allow for more diversity between 'badass normal' hero types). It is possible to exceed said limits under certain circumstances (say, getting bitten by a radioactive spider, learning magic, being modified cybernetically, etc), but you are no longer a normal human by then. NOTE: A modifier exists for people who do not necessarily go through a supernatural/metahuman change but still exceed normal human limitations, like anime protagonists and heroes of legend. See Modifiers below.

5) ABILITY BONUSES: Not that I've seen it contested often, but just a clarification: the same Ability bonuses can be used fully on multiple actions as long as the user has enough energy to use them. For example, if you have Str 4, and both Acrobatics and Swimming with Str.bonus, you can use the whole 4 on both actions as opposed to having to split it, as long as you have the Energy to spend.

7) NO ACTIONS' INHERENT MALUSES AND LIMITATIONS: There is no such thing. By which I mean, no base power is inherently limited or restricted in growth as a rule. For example, in the MURPG core rulebook, neither Growth nor Shrink can be improved by LoEs. Why? How is that universal for those powers alone, but most people with Force Blast can get better at it with training and effort? Who decided that those specific powers cannot be improved with effort in any and all cases? ...Not me, that's who. No power suffers from a universal limitation; they're powers, not flaws. If you want to have a limitation, you will get a discount for it, but it's never mandatory.

8) POWERED ARMOR/ROBOT/CYBORGS RULES: Characters using those concepts do not benefit from special cost reductions which nobody else gets 'just cause', nor do wealthy characters gain free stones to build such armor with; no freebies based on concept alone (unless a specific game asks for it at GM's discretion). However, "powers" being connected to items which may be lost easily - or not so easily - are a Disadvantage known as 'Focus' which may or may not result in reduced costs for any powers linked to it; see Advantages and Disadvantages below.

9) NEW SECONDARY ATTRIBUTE - SANITY: There are some people who think that a 'Sanity' stat should only be used in horror and supernatural games. I disagree. Just like how Health is universal, so is mental Health. It plays a role in the lives of pretty much everyone, in pretty much any setting ever made. People can freak out, be scared witless, lose it, be over-stressed and so on in any situation, not just horror settings. This is the "Health" which gets damaged by mental attacks and similar effects. For that reason, I add 'Sanity', representing a character's "Health of mind", based on the user's Willpower, see Abilities below.

10) NATURAL HEALING: Natural, unassisted healing is considerably slower than in the MURPG core books. Healing 'naturally' 1w of Health per day is anything but natural; the human body is good, but not *that* good. Naturally healing 1r of Health now takes (10 - Durability AN, minimum of 1) days without any medical assistance. Yes, you've read that right: 1r of Health. So three times that much for a full White stone. Also, serious injuries will typically come with temporary negative sitmods until either healed, or some measure of time has passed. There is a reason why normal people go to the hospital when injured, and why there's usually still some time after that before they can fully recover. NOTE: Healing a full white stone per day is now a low level Healing Factor; see Modifiers.

11) DYING/DEATH RULES: On the other hand, losing your last white stone of Health is less unforgiving. You do drop to 2r at which point you cannot recover lost energy as normal. However, at 1r, you are not in a coma, you simply go down, barely conscious but still awake. At 0, you finally lose consciousness. -1r gets you to the coma stage, and -2r means death. Depending on the injuries - at GM's discretion - a character may be bleeding or otherwise suffering complications which will get them one step further down every panel until the character receives some sort of medical (or supernatural) assistance. Any significant healing will stabilize the victim and prevent further health loss.

12) CHANGING SPECIALTIES/ABILITY BONUSES: A player who wishes to change an Action's specialties or Ability Bonus for another may do so for free upon increasing the Action's AN by 1 IF there is a good in-game reasoning, at GM's discretion. Only one Ability bonus may be changed per AN (if you had two), but as many Specialties may be changed as one wants, again, providing it makes sense.

13) IN GENERAL, ADVANTAGES ARE *NOT* MANDATORY: If you have, say, a Force Blast with the advantages 2x damage and Area Attack, you are not obligated to use all, some or even any of the associated advantages. You could make a normal blast with nothing added. You could make a 2x damage only blast. Or you could make the full-on 2x damage, Area Attack blast. Buying an advantage is an advantage. Not a limitation. NOTE: A disadvantage does exist, called 'Fixed', which prevents that level of versatility, which of course comes with a discount, but it's not mandatory. However, it is possible that a GM might declare a certain force blast advantage *must* come into play. For example, if the Force Blast described above is of the Fire/Heat element and comes with 'Sets flammable objects on fire', the GM could logically state that since it is fire, this last bit applies whether you want to or not: wildly blasting fire around flammable materials is not especially wise.

-Accumulate Energy for Greater Effect (+2; allows user to accumulate energy for one panel, then add to it on the second, and release a much stronger effect at that point. Each additional +2 allows for an additional panel of accumulation. May not buy more panels of accumulation than Half the Action's AN, rounded up. Upon using, the character is stunned for 1 panel. To avoid this, a +1 'Not stunned for 1 panel upon using' may be bought.)
-Atk VS Ability (+6)
-Atk VS Ability + One Defense Modifier (+4, Exemple: Atk VS Agility+Ref.Dodge)
-Normal or Stun damage (+1)
-Normal and Stun damage (+2)
-Overstrain (+1 for 1 Week of recovery/stone used; +2 for 1 Day of recovery/stone used; +3 for 1 Hour of recovery/stone used)

-Control Trajectories (Effects can turn corners and does not require line of sight; +3)
-Hunt/Seek (Ranged attack continues to attack its target until it hits, as long as the user spends 1 stone to maintain it; +3)
-AP (Unlike vanilla AP, this Advantage has three levels. AP1, AP2 and AP3; most normal Armor Penetrating weapons made by normal humans are AP1. Some, like anti-tank armor piercing bullets might be AP2, but most weapons at that level are either enchanted, mutant power-enhanced or something. And finally, AP3 attacks are those 'can cut/crush through nearly anything' attacks. AP costs +1 CL, plus either 1w, 3w or 5w depending on the AP level chosen.)
-Draining (Adds +3 to an Attack per White stone of Health sacrified; +3. From Dio's DBZ rules.)
-After Effect (This attack attempts to deal half it's damage on the next turn after it hits an opponent to that opponent. In all ways it is the same attack, just with half the attack stones; +2. From Dio's DBZ rules.)
-Kamikaze (This attack kills you, and takes your remaining life force to empower your attack. All remaining White stones are converted into +3 bonus each, and the attack now does 2x Damage. If it already did 2x Damage it now does 3x Damage. If it already did 3x Damage, it will add +5 to the attack; +4. From Dio's DBZ rules.)
-Bullet Hell I to XII (+3 CL, +X where X is the Bullet Hell level up to max level 12/XII. As Area Attack, but its Bullet Hell level is compared to targets' Intelligence, Agility or Speed, whichever is higher; if superior, adds the level as additional stones of Attack; if inferior, adds Half the level rounded up as a Good Luck-like bonus.)

ACTIONS

Appraise
CL = AN+0

DESCRIPTION
This action allows one to analyze a given object, vehicle, art piece, building or other, and determine its value and worth in currencies the user is familiar with. It comes with an Intelligence bonus, and specialties, 1 per AN, for which the user is especially talented, though it may be used for almost anything (the GM may apply negative sitmods if one attempts to appraise something especially unfamiliar to the user, however). This is a common action among businessmen, merchants, and of course, all types of appraisers.

COMMENTS
Money makes the world go round, and people with this action have a knack for knowing how much money things are worth. Helps with making profit, minimizing losses, and generally getting the best deals.

Rules for Action Box

• Allows appraisal of the value of items, vehicles, buildings, etc.
• Intelligence bonus
• (Insert specialties)

Acrobatics

As base rules, but if not actively putting stones in it to negate fall damage, user only gains half this action's AN, rounded up, as automatic defense against a fall, not full AN.

Black Ops

Comes with an Intelligence Bonus.

OPTIONS

• Assassination (+1; if a person with this option - which also acts as a Specialty all at once - performs a surprise attack against an unaware enemy with the intent to kill, they get to add their Black Ops AN to the attack as a positive sitmod.)

Blasting
CL = AN+4

As base rules, but the free Force Field's stones are not doubled, and do not last until the panel after landing.

Duplicate Self
CL = AN+5

DESCRIPTION
The ability to create a clone - or more - who can assist the user in various ways. This action allows the user to pay their own Durability AN in stones to create a duplicate, who is identical in every way to the original with the exception that they cannot create clones themselves, up to a maximum of 1 Duplicate/3 ANs in this action, rounded up. Those Duplicates remain manifested for 1 panel/AN in this action, or until destroyed, or dispelled/reabsorbed by the original, whichever comes first.

Duplicates are identical to the original in all regards, appearance, voice, A/A/M, knowledge and memories at the time of their creation, as well as carried equipment. They are otherwise independent of the original and act on their own; they don't have to take orders from the original, although they are obviously friendly with the original and usually will help willingly unless the request is really unreasonable.

A clone who gets killed simply vanishes in a puff of smoke, and normally causes no ill effect upon the original. Clones can be demanifested at any time by willing them to disappear as long as they are within an Area of AN Range. However, if the original one is knocked out or killed, all the clones will instantly vanish.

OPTIONS

• Improved (+1; create up to AN Duplicates, maximum, at once, by spending a maximum of 3 stones per clone regardless of higher Durability AN.)
• Enhanced (+2; create 1 clone/stone played, up to a max of 5 clones per AN. Requires AN 3 in this action.)
• Advanced (+3; create 2 clones/stone played, up to a max of 10 clones per AN. Requires AN 5.)
• Superior (+4; create 5 clones/stone played, up to a max of 25 clones per AN. Requires AN 7.)
• Peerless (+5; create 20 clones/stone played, up to a max of 100 clones per AN. Must have AN 9.)
• Epic (+7; create 100 clones/stone played, up to a max of 500 clones per AN. Must have AN 12.)
• Extended Duration (+1 to +5; extends the duration the clones exist for if left alone to do so. +1 will increase said duration to 1 minute (or 2 panels)/AN; +2 will increase it to 10 minutes/AN. +3 will allow for 1 hour/AN; +4 unlocks 1 full day/AN, and +5 means Duplicates exist for however long pleases the user, unless they are destroyed or reabsorbed.)
• Obedient Clones (+1; while still mostly free of their actions, clones created with this advantage will at the very least have to try to obey the original's orders to the best of their capabilities.)
• Hive Mind (+2; the original and their clones all can see, hear, feel and so on, what the others are experiencing, thoughts and memories included, which in turn makes this power extremely effective at information gathering, surveillance, organization, tactics, and so on. Requires AN 4.)
• All as One (+3; a more powerful version of Obedient Clones, duplicates created with All as One are under the original's direct control. The user can decide which actions the clones use and how many stones to put in them and so on, or simply give them orders and they must perform them without fail, nor independent thought. Must have Hive Mind, and AN 5, to buy.)
• I am Legion (+2; there is no 'original' anymore. As long as two or more of the user exist, it matters not if one - nor which one - gets killed, as any of them is the exact same, with all the knowledge, thoughts, memories and everything else of the one who first used the power. Any of them has the ability to create more clones - though they still have to respect the user's limit of max clones - and destroying either a clone or the so-called original will have no effect on any of the others, as long as one remains. Must have Hive Mind, and AN 8, to buy.)
• Body Double (+1 or +0; normally, a killed clone with simply vanish in a cloud of smoke. With this +1 advantage, the original decides whether or not a clone leaves a physical body behind or not, which can be very useful for faking one's own death, or mislead enemies. Alternately, the +0 version is free, but the user cannot turn off this effect; each and every clone who dies always leaves a body behind. Must have at AN 3 to buy.)
• Weaker Clones (-1 to -3; clones created with this disadvantage are considerably weaker than the original. Its value is taken off from all of the clones' ANs/MNs, to a minimum of 1.)
• Illusory Clones (-2; the clones, while otherwise solid and very real in what they can do and how they feel, are still actually fairly illusory, and as such will vanish in a cloud of smoke the instant they take any damage. This disadvantage cannot be taken along with Body Double.)
• Split Discrepancy (-1; each and every clone created will differ from the original a little, having one trait of their personality that is exaggerrated and displayed quite openly, without any control from the original.)
• Identity Disorder (-2; all the clones are absolutely convinced to be the original, which can cause all sorts of mayhem, trouble and confusion under the wrong circumstances. May not be taken along with Hive Mind.)
• Trigger (-1; the user must perform some action, or fulfill certain conditions to create clones in addition to spending the stones. For example, Multiple Man must apply some kinetic force to himself in order to trigger duplicates, such as by snapping his fingers, tapping his foot on the floor, or getting punched in the face.)
• Contact Reabsorption (-1; the user may only reabsorb other clones via physical contact, with a range of 0. If clones are independent, and unwilling, the user may have to perform a touch attack - ignoring Toughness and Armor - in order to touch them and reabsorb them.)
• United we Fall (-4; if the original, or one of their clones, gets injured, every other suffers the wound as well. Cannot take along with Illusory clones.)
• Death Shock (-2; if a clone is killed, the original takes 1w of damage (to a minimum of 1w; the shock cannot kill the original on its own), and -1 to all actions, the latter for a duration of 1 hour, or -2 if they have the Hive Mind advantage, from the mental shock of part of themselves undergoing death. Cannot be taken along with Illusory Clones or United we Fall.)

COMMENTS
The proverbial power of being at two places, or more, at once. To stay in bed while also going to school or work. To practice competitive sports against yourself, such as actually boxing against 'your shadow'. To outnumber your opponents all by yourself. This is Marvel's Multiple Man's bread and butter, the trump card of the titular character in Naruto, and a power Gods tend to often display. As the old saying goes, "if you want something done, you are better off doing it yourselves."

Rules for Modifier Box

• The power to create duplicates of oneself.
• Durability bonus
• Must pay own Durability AN to create a clone
• Up to 1 clone per 3 AN in this action, rounded up, may exist at once.
• Duplicates last 1 panel/AN after being created.
• Duplicates are independent but helpful towards the original
• The original suffers no ill effect from a Duplicate's death; upon destruction, clones vanish in a cloud of smoke
• List options below and alter earlier rules as necessary.

Flight (New Options)

• Via Wings (-1 CL; as Wings can be damaged, torn off, bound or otherwise kept from flying, unlike flight via magic or a power or some such.)

Force Blast

As base rules, but Force Blasts automatically gain some advantages based on their Element just like Masteries of Element's force blasts. For example, a Fire Force Blast would get the '2x damage, Sets flammable objects on fire' at no additional cost.)

NEW OPTIONS
-Fireworks (+1 CL; instead of having an entire separate action for it, this is now an option to regular Force Blasts, allowing one to manifest the energy of their blast, perform some effect with it and re-absorb it instead of actually firing it.

Force Field

As base rules, but stones in defense are not automatically doubled.

OPTIONS

• Potent Defense (+2; doubles Force Field stones shifted into defense.)
• Mental (+2; the Force Field also functions VS Mental attacks.)
• Magical (+2; the Force Field also functions VS Magical attacks.)

General Knowledge

As base rules, but comes with a free Efficient advantage.

Growth
CL = AN+4

As base rules, but adds +1 to Toughness for every stone played, and Can be increased by LoEs.

Iron Will (New Options)

• Accumulate Energy as MoM (+1 to +2 CL; allows user to add half AN, rounded up, to Energy Regeneration per panel, or full AN for 2 CL. Can't stack with any other version of this option. Only one Accumulate Energy advantage, the highest, is used at a time.)

Leadership

As base rules, but one can add up to 1/3 AN stones, rounded up, to Leadership recipients as opposed to the normal rules' 2.

OPTIONS

• Strategist (+1 to +2 CL; a good leader can issue orders that will leave a lasting impact on their followers. For +1, the leadership stones can be used up to AN hours later. For +2, they can be used up to AN days later.)
• Commander (+2 CL; May apply orders to multiple people at once if applicable, as per an half AN, rounded up, Area effect.)

Mastery of Kung Fu

Removed entirely; similar results can be obtained by merging Unarmed, Melee and Ranged combat together.

Mastery of Elements

As base rules, except for the following options:

OPTIONS

• Int.bonus (+2 CL; Masteries can be bought with an Intelligence bonus at a lower cost.)
• Free Force Field at Stones played (+2 CL; Up to AN, stones of defense not doubled. Alternately, may buy +2 Potent Defense option to make it so.)

Melee Combat
CL = AN+1

DESCRIPTION
The sister combat action to Unarmed Combat, entirely focused on fighting with close quarters combat weapons, like swords, axes, spears, staves and whatnot.

OPTIONS

• Deflect Projectiles (+1w; You receive a +2 sitmod to catch projectiles thrown at you. If your played stones in the action match the attacker's stones, you deflect the projectile without damage.)
• Blind fighting (+1w; Ignores all negative sitmods for fighting in the dark or while blinded. Buying this option also applies it to Unarmed Combat action.)
• Multiple Opponents (+1w; Receives a +2 sitmod when splitting stones between two or more opponents. Buying this option also applies it to Unarmed Combat action.)

COMMENTS
The main combat action for knights, barbarians and the like. Great for anyone wishing to 'get medieval'.

Rules for Action Box

• Your skill at fighting with melee weapons.
• Ability bonus and Wpn.modifier
• (Insert specialties)
• (Insert options)

Medical/Mutant/Magical Healing (New Options)

• May heal 2x AN White Stones per day (+2 CL)

Ninja

Removed entirely.

Perform (Formerly 'Dance')

Dance is replaced by Perform, a CL=AN+1 Action, which has an Agl.bonus and Specialties (such as Dancing, Singing, Piano, Painting, Calligraphy, and so on), but it can only be combined up to AN with Social Skills.

Ranged Combat
CL = AN+2

DESCRIPTION
Like Melee Combat, Ranged Combat is entierly focused on doing battle with weapons, although it focuses on ranged weapons, be they projectile weapons, thrown weapons, whips, or anything alike.

COMMENTS
Good if you like bows, guns, grenades, throwing spears, or simply help your allies while staying away from those pesky melee weapons and fists.

Rules for Action Box

• Your skill at fighting with ranged weapons.
• Ability bonus and Wpn.modifier
• (Insert specialties)

Statecraft

As base rules, but one can add up to 1/3 AN stones, rounded up, to Leadership recipients as opposed to the normal rules' 2.

OPTIONS

• Strategist (+1 to +2 CL; a good leader can issue orders that will leave a lasting impact on their followers. For +1, the leadership stones can be used up to AN hours later. For +2, they can be used up to AN days later.)
• Commander (May apply orders to multiple people at once if applicable, as per an half AN, rounded up, Area effect.)

Telekinesis

As base rules, but has a base Range of 4, like a Mastery.

Telepathy

As base rules, except that the free Mental Defense it grants is up to Half AN, rounded down.

Unarmed Combat
CL = AN+0

DESCRIPTION
A new combat action entirely focused on fighting bare-handed via boxing, martial arts, hand-to-hand, and whatnot. Essentially a MoKF without the Weapon Modifier. Close Combat is now split in two, this being the first half, Melee Combat being the second one and dealing entirely with close quarters combat using weapons.

OPTIONS

• Catch Projectiles (+1w; You receive a +2 sitmod to catch projectiles thrown at you. If your played stones in the action match the attacker's stones, you catch the projectile without damage.)
• Balance (+1w; May combine with Acrobatics to maintain balance.)
• Blind fighting (+1w; Ignores all negative sitmods for fighting in the dark or while blinded. Buying this option also applies it to Melee Combat action.)
• Multiple Opponents (+1w; Receives a +2 sitmod when splitting stones between two or more opponents. Buying this option also applies it to Melee Combat action.)
• Create/Adapt Unarmed techniques (+1 CL; May apply a sitmod for all combat situations.)
• Substitute Mastery for Strength (+1 CL; only to break things)
• Subtitute Mastery for Intelligence (+1 CL; only for Mental Defense.)

COMMENTS
Let's get real, people who know how to throw punches don't necessarily know how to swing a sword, or vice versa. Just ask Malcolm Reynolds. This action supports the fisticuffs version of this dilemma for those enthusiasts of martial arts movies.

Rules for Action Box

Unstoppable

As base rules, but serves as a Movement action, allowing user to move at a running Speed of stones played or their Speed AN, whichever is lower. Alternately, a user can activate it while otherwise moving, like when using Flight, but they do need to pay for the other movement action then.

Warmaster
CL = AN+2

DESCRIPTION
This action represents the power to create/summon, and likely control, an army. Namely, troops, their weapons, armors and equipment, supplies, potentially vehicles, elite troops, heroes, ships, perhaps even bases and even starships if applicable. Note that this action does not necessarily represents having access to such an army via normal means; that would be more along the lines of the Resources modifier and GM's approval. Instead, Warmaster is more a superpower/supernatural effect/divine or cosmic power allowing one to call forth an army at will (examples include Fairy Tail Zeref creating legions of demons, Alucard of Hellsing releasing countless familiars, Rider/Iskandar's Reality Marble 'Ionioi Hetairoi', and so on). That being said, there's nothing stopping a GM from statting up a specific army this way if appropriate for whatever reason.

To get started, the user buys this action at an AN equal or higher to the highest of the desired army's following characteristics: Durability/Technology/Vehicle Operations (equivalent to the most complex vehicle available if any)/AN/MN of special powers, or of strongest non-conventional Weapons, Armor or Gear avaialable. Alternately, a GM might set a specific minimum AN for a particularly powerful army (OOC: Say, minimum of AN 6 for demons, or something along those lines). At that point, the user may buy options described below.

At its most basic level, this power allows to summon a 'platoon' of maximum 10 'normal' troops/stone played among the desired army (what counts as 'normal' troops should be discussed with the GM, with stronger units likely being considered 'elite troops' instead; see options below). Those troops are considered friendly towards their summoner and likely to assist them merely via request of doing so, but will gladly fight against their usual or perceived enemies, no question asked. Orders must be given either directly, or via available means of communication. For improved versions of this power, keep reading. This action typically requires the user to spend 3 stones/panel to maintain (this may vary; again, see options).


OPTIONS

• Armada (+8 CL; increases the amount of normal troops summoned to 1,000,000 troops/stone played, maximum.)
• Swarm (+9 CL; increases the amount of normal troops summoned to 5,000,000 troops/stone played, maximum.)
• Immeasurable (+1 CL/additional level; with each level doubling the previous numbers summoned/stone played.)
• Elite Troops (+1 CL; with this option, the summoned army also spawns with one or more 'elite troops' - 1 per 50 normal troops, with a minimum of 1. Elite troops are any troops considered to be too strong to be normal ones, yet too weak or not rare/unique enough to count as 'Heroes/Bosses', see below; at GM's discretion. Example includes the Imperium's Terminator Armour Space Marines, Hunter Killers in a Zerg swarm or Inquisitors in Star Wars' Galactic Empire. Alternately, exceptionally skilled commanders and officers may count as Elite Troops at the user's discretion.)
• Heroes/Bosses (+2 to +3 CL; allows user to bring forth 'heroes' and/or 'bosses' along with the rest of the army. These are either especially powerful creatures/beings, or exceptional members of more typical troops. The basic level allows for exceptional warriors and heroes, and the +3 CL version allows for literal one-man army types and near-unstoppable monsters. Typically brings forth 1 Hero/Boss per 1,000 normal troops.)
• Support Troops (+1 to +2 CL; brings forth support troops - medics, communications officers, cooks, etc - by the numbers of 1/2 of normal summoned troops, rounded up, to assist the main forces as necessary for long term duties. For +2 CL, their numbers increase to full normal troops amount.)
• Authority (+1 CL; more than 'friendly and likely to assist', the troops summoned by a user with this option treat them literally as a commanding officer of the appropriate level of authority for the size of their forces, possibly even referring to them as such, and obey orders accordingly.)
• Fanaticism (+2 CL; as Authority, but the user's commands are unquestionable and obeyed without fail, regardless of personal risk or the likelihood of success.)
• Leadership (+2 CL; the user's power, charisma, leadership or other inspiring quality automatically grant +2 to all actions performed by troops obeying a direct order. The user needs not spend more stones for this effect to take place; it automatically does every time an order is given. Requires Authority or Fanaticism.)
• Animals (+1 CL; allows user to summon animals trained for military purposes, such as attack/guard or mine detection dogs, elephants to move heavy loads, mules/oxen as beasts of burden, homing pigeons for communications, mascots for morale, etc. Alternately, more exotic beasts could be used as well at GM's discretion. Allows for 1 animal/20 troops.)
• Mounts (+1 to +3 CL; allows user to summon forth mounts for their troops to use. At +1 CL, only normal/natural mounts may be used, such as horses, camels, wolves, and the like, depending on the size of their riders; at GM's discretion, giant version of smaller but relatively weak animals might be allowed at this level, such as giant eagles or giant rats. +2 CL allows for unusual/normally uncooperative/atypical/exotic mounts, such as tigers, dinosaurs, giant spiders, griffons, sharks, etc, as well as dire/giant versions of regular, larger animals. Finally, +3 CL would allow for downright supernatural creatures, such as wyverns, dragons, unicorns, nightmares, pegasi, and so on; their A/A/M is limited by the Action's AN, as are normal troops. At any rate, this option allows for 1 mount/10 normal troops.
• Artillery (+1 CL; allows user to bring forth artillery pieces appropriate to a given army, and their technological level, such as catapults, ballistae, anti-aircraft guns, cannons, and so on. This option allows for 1 such piece of artillery/25 Normal troops.)
• Vehicles (+1 CL for basic troop transport, +2 CL for full-on military vehicles appropriate to the army type. The army comes with a fleet of ground vehicles for their troops, typically 1 per 20 normal troops. At the higher level, this increases to 1 per 10, and may include full-on military vehicles, such as tanks and armored transports for a modern military force.)
• Fleet (+2 CL for Sea, and/or +2 CL for Air; grants a fleet of military seafaring ships or aircrafts appropriate to the army summoned if needed. Typically brings forth 1 ship or aircraft/25 normal troops. NOTE: At higher technological levels - 6+ - the 'airship' option may alternately be 'Starfighters', or similarly small starships.)
• Starfleet (+3 CL; the army comes with military spacefaring starships of an appropriate type for the army. At GM's discretion, certain requirements may have to be met depending on the army type. Typically brings forth 1 starship/1,000 troops, possibly with small, support/fighter spacecrafts.)
• Superweapon (+6 to +8 CL; allows user to summon forth 'superweapons'. A superweapon is essentially an extremely powerful starship or space station, typically capable of widespread destruction, and usually very difficult to destroy. Examples include Death Stars, the Star Forge, the Sun Crusher, the Galaxy Gun and World Devastators, among others. +6 CL is for weapons capable of destroying a planet with relative ease, +7 CL would be a threat to an entire solar system. +8 CL would be for anything beyond that. This option allows for 1 such weapon to be summoned per 10,000,000 normal troops brought into action. Requires Armada and Starfleet options to buy.)
• Flagship (+1 or +2 CL CL; the army has a single, more powerful, resilient, heavily armed and armored and likely faster ship - potentially equipped with the best technology and features available to the army - recognized as the 'Flagship' of the army's fleet. When that ship joins a given battle, all troops in the area are emboldened and inspired, receiving a +1 to all actions in support of the army's objectives. This bonus is in addition to any others, including that of the Leadership option. Losing the Flagship in battle, however, would cause a -2 negative sitmods instead for the rest of that specific battle due to loss of morale, so such a ship should still be used relatively carefully. Replacing a flagship takes a week without external assistance. Requires Fleet or Starfleet options to buy; the cost is +1 CL for a seafaring flagship, and +2 CL for a spacefaring one.)
• Headquarters (+1 to +5 CL; the army is summoned forth along with fully functional bases of operations appropriate for the specific army, typically one base/5,000 normal troops. For +1 CL; this means outposts and smaller, relatively lightly defended bases, but still a lot better than nothing. At +2 CL, we're talking proper, well organized and decently defended and established bases with permanent facilities. Finally, for +3 CL, each base is essentially a heavily defended fortress. Another +1 or +2 CL CL may be added to any of those levels for mobile bases; with +1 CL meaning a slow-moving, ineffective at long-range traveling base, and +2 CL meaning a base that is essentially a starship, just not intended for offense and the front lines. Requires Regiment option or above.)
• Additional Army Type (+1 CL/additional army type; user may summon more than one different army type at once. For example, they could bring forth legions of medieval knights along with modern military soldiers. This does not change how many troops are brought forth, only what type. In such cases, the armies act as allies towards each other, despite their differences - unless mentioned otherwise; see below.)
• Supplies Access (+1 to +2 CL; would allow the user to use this action via Stones VS Resistance to manifest equipment, weapons, armor, gear, etc from available army types for their personal use without having to bring forth the army itself. Such gear is what would be provided to an officer equivalent to the user's power over the army, with the +1 CL representing conventional equipment and +2 CL being required for more technologically advanced, magically powered or other gear otherwise superior to modern equipment.)
• Psychic Link (+1 CL; the user has some sort of psychic link with their army, allowing them to issue orders regardless of distance, available equipment, and other limitations.)
• Permanency (+3 CL; actually needs not be maintained and may remain for as long as the summoner wants. They literally have an army at their beck and call for however long necessary.)
• Persistent Remains (+1 CL; when killed, summoned troops/vehicles/ships/etc do not simply vanish, actually leaving behind bodies/gear, potentially allowing their allies to recover them and use them. Requires Permanency option to buy.)
• No Available Means of Long-Range Communication (-1 CL; must resort to basic forms of sending one's orders to their troops, such as by voice, messengers, or the like. May not be taken along with the Psychic Link advantage.)
• Uncertain Cooperation (-1 CL; different army types may or may not cooperate depending on their differences, ideologies, etc. May not be taken without 'Additional Army Types' advantage, above.)
• Primitive (-1 to -3 CL; summoned troops are not familiar with modern technology, strategies, equipment and weaponry, making them typically weaker against such forces. -1 CL represents troops going back to older firearms, flintlocks and such. -2 CL is for armies predating firearms entirely, but familiar with swords, armors, shields, bows, potentially also catapults, castles and the like. Finally, -3 CL would be for anything before that, up to cavemen and beings either barely using tools or familiar with only the most basic weaponry and technology.)
• Independent Army (-1 CL; summoned troops are neither friendly nor loyal to the user; they must be convinced to assist them.)

COMMENTS
A potentially very powerful action, potentially divine in scope, but which could also be used to reflect smaller scope forces, such as a necromancer's ability to raise dozens of undead skeletons and zombies. The possibilities are vast and varied, but at its highest levels, this Action could represent an epic commander of an endless legion of godlike warriors, so it should not be underestimated. Of course, such a version would probably cost an arm and a leg, but there you go.

Rules for Action Box

EXAMPLE
Madeus, a magus warlord, has the power to summon a small army of stone animated warrior statues to do his bidding. For that purpose, he buys this action at AN 4 (their Durability, which is higher than the AN/MN of any of their powers, weapons and armors, and so on). He pays for an Intelligence bonus, and the Fanaticism and Psychic Link advantages, for a total of +5 CL, on top of the original +2. Finally, he takes the -2 CL disadvantage Primitive to reflect the stone warriors' use of nothing but stone armor, shields and swords in combat. This brings the cost to a total of AN 4 +4 CL, or 8 CL, which is 9 stones. He now has the ability to spend stones in this action up to its AN + his Intelligence bonus, bringing forth up to 10 stone statue warriors who obey him without question, hear his commands regardless of distrance and whether they could hear him or not, who fight with sword and shield against anyone he orders them to stand against.

Mastery of Magic

As base rules, but with the disadvantages 'Requires hand gestures' (-1) and 'Requires vocal components' (-1), which both can be bought off via LoEs or stones. ALSO, while buying it does grant free Magical Defense, it does so at Half AN, rounded down. More than that must be paid for.

Attractive/Fearsome/Presence
CL = MN+1 to +2

DESCRIPTION
Attractive, Fearsome and Presence are three modifiers to Social Skills (or the Social Skills part of Statecraft) which each function differently. They represent a mix of physical beauty along with natural charisma in the case of the former and latter, and an intimidating presence along with a rather frightening appearance as for the second. Attractive only applies to positive uses of the action, such as general diplomacy, charming someone, and generally act in a friendly, social manner. Fearsome adds only to negative and menacing uses, such as Intimidate, cause unease in others, and threats. Presence adds to all uses in general and can be used effectively for positive or negative uses, representing someone who can just as easily scare you as impress you. Limited to a maximum of +3 except for species who have natural racial bonuses in Attractive, in which case it, at least, can exceed the maximum up to that level. For example, say a character from a given species has a +1 bonus to Attractive, and bought Presence at MN 3; she would write on her CAD: Presence/Attractive +3/+4. That being said, the modifier can be bought by any species, as beauty standards vary and personality counts, too.

COMMENTS
Attractiveness opens doors. Fearsome with a gun to the face opens them faster, but tend to make people dislike you. Note that not having this modifier does not make you ugly, it simply makes you less remarkable in a crowd. Physical ugliness would actually require a challenge.

DESCRIPTION
This modifier may only be taken by someone who has demonstrated a significant amount of personal power, and has established themselves as a force to be reckoned with, as someone not to mess with. Mere might is not enough; one needs to show overpowering force and resilience to be even considered for this possibility. In other words... while it may be accessible eventually, one cannot buy this without the GM's permission.

Power Level has several powerful effects. First, it acts as a secondary source of Health. When you buy it, you recieve a secondary Energy Pool consisting of 3x your Power Level MN to use as you see fit. Your secondary energy pool regenerates like normal energy regardless of bonus energy regenerating powers, but you may take a panel to power up to gather twice that amount. Secondly, when taking Damage, do damage to your Power Level first. For each White stone of Power Level damage you take, reduce your secondary energy pool by 3 and your secondary energy pool regeneration by 1. Power Level Damage regenerates at a rate of 1 white stone per hour. Thirdly, this modifier allows you to break the Two Actions per panel barrier. By placing stones into this modifier like an action box, you gain one extra action per panel per stone placed. Stones spent in this fashion remain spent until you no longer wish to spend them any more. Lastly, Power Level gives you a modicum of insight into your opponent's fighting techniques and strengths and weaknesses. For each three MN of Power Level, you gain a +1 to your Defense automatically.

OPTIONS

• Power Level Recovery (+1 CL; This increases the regeneration rate of your Power Level Energy Pool to 3 stones per 2 points of Power Level you posess.)

COMMENTS
A true display of formidable power which truly sets apart the ridiculously power from the 'regularly' powerful ones. A very 'last boss' kind of modifier.

RESOURCES
CL=MN+2

DESCRIPTION
This modifier represents one's authority and power as a mover and shaker in the world around them, their ability to impact it as a member of the social, financial, military, political and/or scientifical elite. The more resources ones possesses, the greater their ability to influence the world to their advantage, and the further the reach of said ability. With certain options, this modifier's importance can increase drastically and reach new heights, possibly to very much epic potential.
Resources are connected to a user's Wealth, in the sense that Wealth is required to actually fund and maintain the Resources at your disposal. A character's Resources MN can never exceed their Wealth MN. Only one Resource per MN may be maintained and they may change during the course of the user's life given either personal or external decisions or events. If a user acquires new Resources but is already maxed out given their MN, older resources may be abandoned for the new ones, representing them spreading their empire too thin to fully maintain it without some measure of loss. It is not impossible for one to have other resources than those mentioned on this modifier, but those would be minor ones with little actual effect which can easily be lost, ignored or negated.
Certain options can be purchased to greatly extend the reach of this modifier, making a user a major player possibly beyond the limitations of any normal businessman. The GM should be consulted on what is or isn't possible, depending on the scope of the game.

OPTIONS

• Country Leader (+1 CL; as opposed to 'merely' being a very influential person, you are actually a major country leader. Your influence and decisions help guide and shape, even possibly decide, the fate of a nation. Smaller nations do not actually require an option, however. Requires MN 9 or higher. France's prime minister would be an example of this.)
• Continental Leader (+2 CL; you are actually the head of the wealthiest, most powerful nation on an entire continent, and one of the most important players in the fate of your planet. Requires MN 10 or higher. The President of the United States of America qualifies for this.)
• Planetary Leader (+3 CL; at this level, you are essentially the leader of an entire planet and that world is more or less united behind your leadership. Your decisions impact all societies on it to a major extent. Requires MN 11 or higher. Queen Amidala of Naboo is an example of a planetary leader.)
• Interplanetary Leader (+4 CL; you are the leader of an alliance of planets within a single star system. Needless to say, a society of this importance must have access to a Technology level of AN 6 or higher, and the user requires an MN 12 or higher. Queen Serenity of the Silver Millenium qualifies for this.)
• Interstellar Leader (+5 CL; your influence spans across multiple planets in several star systems, making you one of the most important individuals in an entire galaxy. This level implies a society with Technology AN 7 or higher, and the user would require MN 13 or higher. Emperor Shiv Palpatine of the Galactic Empire is such an individual.
• Galactic Leader (+6 CL; more so than the previous level, you are the leader of pretty much an entire galaxy, united behind your leadership to a significant degree. Such a far-reaching civilization would require Technology of AN 8 or more, and Resources MN 14 or higher. Gid Lucione Deviluke, of the Devilukean Empire spanning across the entire Milky Way galaxy, is a galactic leader.)
• Intergalactic Leader (+7 CL; you rule over a civilization massive enough to cover entire galaxies and beyond. At this point, a Technology of 9 would be mandatory, as is an MN of 15 or more in this modifier. The God-Emperor of Mankind of the Imperium of Man qualifies for this.)
• Universal Leader (+8 CL; while there may still be some infighting between some factions, you are the mostly unquestionable leader of an entire universe, your influence and power extending about as far as it possibly can without going beyond dimensional limitations. Requires access to Technology AN 9 or higher, and a MN of 16 or higher in this modifier.)
• Inter-Universal Leader (+9 CL; at this level, you likely rule across multiple universes and realities. You would need access to Technology AN 10 to qualify for this, in addition to having an MN of 17 or higher in this modifier.)
• Multiversal Leader (+10 CL; arguably the greatest potential level of leadership one could possibly attain if the campaign, and the GM, allows for it. One with this level is pretty much the absolute leader in most if not all known realities. Technology AN 11+ and an MN of 18 or higher in Resources is needed for this.)
• Military Might (+1 to +5 CL; Requires Head of State resource. Any leader might have a private army, and all nations have peacekeeping and security forces. However, this modifier represents the presence and maintenance of an active military force, a literal army trained and maintained according to the resources, funding and support their government assigns - or has the ability to assign - to it. The MN of the modifier - and options for larger civilizations - determines the size of the army, whereas this option's CL reflects the general power of the military forces: +1 CL is a basic army with decent support and access to average tech and gear commonly available to its civilization, but nothing too exceptional; such an army is usually mostly meant as a defensive force and a deterrent. +2 to +3 means a powerful, extensively trained and heavily armed and well-equipped military force, with +3 being the strongest level possible in a realistic, modern day world. +4 to +5 would be appropriate for civilizations with technology, enhancements, weaponry and other advantages reaching beyond the limitations of physics, reason and the natural world. Futuristic societies such as Star Trek's Federation and Warhammer 40k's Imperium of Man would qualify, as might an army of powerful wizards and dragons whose abilities clearly exceed those possibly available to modern day humankind.)
• Loyalty (CL -2 to +3; requires Head of State resource. Loyalty represents the general support of the people of a given nation towards their leader. If negative, it represents civil unrest and chaos due to instability or other factors. -1 means general unrest and division, causing manifestations, protests and heated discourse among a nation's various factions. A civilization with -2 in Loyalty would downright be dealing with open revolts and possible civil war. At 0, there is neither unusual unrest or noticeable support; most people are okay with the way things are, even though some might complain or even protest once in a while. At +1, the leader is usually popular and the nation rallies more easily behind their decisions. +2 represents strong support and loyalty, requiring a leader to act in very unpopular or immortal manner to lose face. +3 is essentially absolute loyalty. For the better or the worse, the leader is widely seen as the ultimate authority whose orders are not to be questioned, and followed to the letter. Anyone who acts against the interests of such a leader will be quickly seen with hostility by most anyone else around them, and often dealt with accordingly, unless the leader in question makes it a point to let people know that people are allowed to have such opinions.)
• Relic (+1 or +2 CL; At MN 7 or higher for a cost of +1 CL, or +2 CL for lower rank MNs, a given civilization may create a given artifact/relic/technology/invention of historical/legendary/epic importance, depending on the civilization's available technology, geniuses, power and resources. Examples could include the Ark of the Covenant, the Holy Grail, the Spear of Longinus, the Philosopher's Stone, the Turn-X Gundam, the Dragon Balls, KOS-MOS, and so on. The player is encouraged to be original in what they would like to create, just as the GM is encouraged to be open-minded. The created relic should be powerful, unique and renowned, though not necessarily of unlimited power or almighty, although it might get damn close depending on the available resources of a given civilization.)

The possible resources that may be selected are explained as follows. Some of them have special requirements as mentioned in their descriptions if applicable:

• Corporate Leader (The character is the CEO, Chairperson, or other chief authority figure at the head of a major multi-national corporation. While the profitability of the company depends on a member's Wealth rating, their Resources indicates how much of a global presence their company has, it's brand recognition, and levels of public awareness. Additionally, a corporate leader can select one city (or planet, system, galaxy, etc depending on options, GM's call) per Modifier Number to contain major office sites for their company, giving them potential bases of operations across the world. Example: Norman Osborn's Oscorp, which deals in research and development of multiple scientifical disciplines, including pharmaceutics, genetics, robotics, chemical research and others.
• Loyal Aide (The character is constantly assisted by a personal aide, who helps to maintain their resources while they are busy elsewhere. An aide can be virtually anyone or anything, but their primary benefit is their total loyalty. Such an aide would never betray their employer's secrets, with the character's Resources indicating the Difficulty of any attempts by an outside party to try and force the aide to divulge sensitive information or otherwise spill the beans. Example: The Primarch Roboute Gulliman chairs the Senatorum Imperialis and directs Imperial Policy in his father's absence as the Lord Commander of the Imperium.)
• Powerful Enforcer (The Character keeps a powerful enforcer on a permanent retainer, so their skills can be called upon at a moment's notice. Such an enforcer can be anyone or anything, although they will be a serious combat threat in either case. An enforcer is not necessarily personally loyal to the character in question, but will continue to offer their services as long as they are being paid. Such an enforcer's combat capabilities are capped by the Character's Resources, with the Modifier Number representing the maximum Ability, Action Number or Modifier Number an enforcer can attain without feeling like their skills would attract more of a reward with a different employer... Example: Jeritza von Hrym is the Death Knight, the mysterious and terrifying personal enforcer of Empress Edelgard von Hresvelg, of the Adrestian Empire.)
• Controlled Pawn (An unscrupulous Character might attempt to gain the services of an otherwise unwilling NPC, or someone in a position of power who would otherwise be incorruptible, by holding some kind of leverage over their head to ensure their cooperation. The exact nature of this leverage can be defined by the character, ranging from blackmail threats to holding some kind of loved one as a hostage. In any case, a controlled pawn will have no choice other than to assist the character whenever their powers or influence is called upon. The Resources Modifier Number provides the Difficulty/Resistance of trying to uncover or expose information that is sensitive to keeping the pawn under control (such as finding the location where the loved one is being held), and a pawn will almost always attempt to exact vengeance should whatever threat was being held over their head finally disappear. Example: Haruhi Suzumiya has access to the very best and most up-to-date computer equipment she could get in her club courtesy of the computer club... whose president she has blackmailed with embarrassing pictures in order to obtain his reluctant assistance.)
• Combat Team (The Character has assembled a team of superhumans or other warriors as a personal strike force to call upon. The maximum number of team members that can be commanded is limited by the Resources Modifier Number. If additional team members are recruited beyond this limit, the player will no longer be able to effectively keep control of the team, which will suffer from in-fighting and bickering. Individual team members will likely not be especially powerful, but will make up for it in effective team work and coordination. Example: Bishop Enrico Maxell can call upon the members of Vatican's Special Section XIII, also known as the Iscariot Organisation, to engage and destroy any of his enemies, or those of the Catholic Church in general.)
• Unique Technology (The Character's position has given them access to innovative technology that is not even close to entering the general marketplace (Of their native universe), and that most people may not even believe exists yet. The Resources Modifier Number represents the maximum Abilities, Action Number, or Modifier Number of any technology obtained by a user, although such technology is rare and can only be called upon sparingly, meaning it will usually only be available for one particular encounter that the character wishes to prepare for. Example: Bulma Briefs of Capsule Corporation has created her very own time-traveling machine, which is leagues beyond what is commonly available in her own era and the world in general.)
• Respected Status (The Character's work and reputation has earned them a highly respected status within a certain community. As their voice carries so much weight in this field, their Resources Modifier Number can be used as a positive modifier to Social Skills or any other attempt to influence the opinions of anyone within their chosen community. Additionally, a character can find it easier to meet face-to-face with someone within their field, as their peers will generally be eager to meet such a well-respected individual. Example: Shion Uzuki, chief engineer of the KOS-MOS project, may be a scientist first and foremost, but she has more experience than most people alive in dealing with and fighting Gnosis, making her an authority on the matter whenever humankind is under attack by those hostile entities.)
• Position of Authority (Along with their position on a team or group, the Character maintains another powerful position of authority in another organization. This could range from a government position to a military rank, or a position in a private organization such as the Fairy Tail Guild. The Resources Modifier represents how much access their position grants them, acting as a Modifier to cut through any bureaucratic "red tape" that might otherwise interfere with their personal projects. Example: Captain Ginyu is an elite warrior and the commander of the Ginyu Force, making him a very important member of Frieza's Army)
• Influential Connections (The character has the ear of someone in a position of power, and can use that connection to gather information as well as exert some influence over their decisions. The Resources Modifier acts as a modifier to Social Skills and other attempts to use their connections to get their way, when it comes to convincing their contact to make a decision the character would approve of. Additionally, the character will always be the first to know if their contacts discover any useful information that needs to be passed along. Example: Jedi Master Lyke Skywalker's sister is Leia Organa Solo, one of the leaders of the New Republic. Her support has proven instrumental in several of Luke's efforts in reviving the Jedi order.)
• Heir Apparent (Because of many older social circles having a policy of hereditary membership, it is important for the future of the group that it's most powerful members have an heir to take their place someday. Raising someone with an ambition for power almost the equal of a Character's own can create a potentially useful ally. The Resources Modifier indicates the general level of respect the heir has managed to achieve amongst their peers, providing a line of information and connections that might otherwise be unavailable to a Character about what the younger generation are up to. An heir may not necessarily have the best relationship with their parent, but will generally cooperate if they feel they or their family status will benefit from it. Example: President Shinra's son, Rufus Shinra, has been his old man's planned heir for all his life. When his father died, Rufus didn't lose an instant in assuming control of the Shin-Ra Megacorporation, ruling over it with an iron fist despite the death of its previous leader.)
• Network of Informants (The character maintains a network of spies, private investigators and muckrakers to dig up the dirt on anyone who raises their interest. These informants can generally uncover all but the most deeply buried secrets, giving their employer an advantage in any dealings with the target. The Resources Modifier Number acts as the effectiveness of the investigation, operating similarly to the General Knowledge action in terms of the extent of information that can be revealed about a target. Because of the time it takes to complete an investigation, a network of informants can only be tasked with uncovering information on one specific target per issue. Example: Doctor Doom is both a genius scientist and master sorcerer, and the ruler of Latveria, a small but powerful country. In order to remain up to date with any important information, he uses an army of spies and informants both within and without the country to assist him in having the necessary knowledge available to make the best decisions possible.)
• Charitable Foundation (The character has established a charity with a focus on raising funds for one particular cause. The Resources Modifier Number acts as the effective Wealth rating of the charity, representing what it earns from donations and other support without the active involvement of the user. An unscrupulous character could leech funds from a charity to bolster their own Wealth. Additionally, being connected to a thriving charity will create a bonus +2 Situational Modifier to any social interaction when dealing with anyone who might be sympathetic to that charity's cause. Example: Bruce Wayne created the Wayne Foundation, a charity organization run by Wayne Enterprises, whose goals and duties consist of helping people in need.)
• Private Army (The Character maintains a veritable private army of well-trained paramilitary or mercenary types, acting as either standing security at their facilities or a personal strikeforce to attack whenever required. This type of private army would usually (with some exceptions allowed at GM Discretion) be human, albeit with training and the weaponry to be a threat to even metahuman/supernatural/high tech opposition. The Resources Modifier Number represents the usual number of soldiers in a "squad" whenever the army is called upon to act, although the full extent of soldiers in a user's employ could be essentially limitless. Example: Alber Wesker's Umbrella Corporation has various paramilitary units at its beck and call, including the Umbrella Security Service, the Umbrella Biohazard Countermeasure Service, and their very own secret police, the Monitors.)
• Secure Headquarters (Although your team may has sites across the world that it's members are free to use for their activities, your character would be wise to have their own personal headquarters to fall back to, should they wish to avoid the plotting and scheming of any rivals within the group itself. A secure headquarters can be located anywhere, and serves as a location which is either secretive, well-defended, or both. The Resources Modifier Number acts as the Difficulty for any attempts to overcome the security of the headquarters by an outside intruder. Giovanni, leader of the infamous Team Rocket, had hidden headquarters under the Celadon City game corner, from which he directed most of the group's criminal activities in the Kanto region until the group's defeat at the hands of Red.)
• Financial Backing (The Character can provide their financial support to an outside project or talented individual, assisting their efforts without necessarily taking a direct hand in their work. In return for this backing, the character can expect a degree of assistance should they ask for it. The Resources Modifier Number represents the level of investment that has been given to the outside project, and so also indicates the level of help that can be expected in return. The character can also try to demand more help than their backing would really justify, although this may sour the attitudes of their partner who may choose to sever ties altogether under such circumstances. Example: The Shin-Ra company has backed the scientifical research of Professor Hojo financially for decades in order to benefit from the man's genius and formidable advances in multiple scientifical fields. Unfortunately, Hojo would turn out to be even more evil and corrupt than the Megacorporation itself in time, but it seemed like a good idea at the time.)
• Head of State (The character is the leader of a country, or a larger form of government; see Options above. To a certain extent which may or may not require GM's call, they get to make decisions and lead their nation in a specific direction with a measure of success depending on their leadership skills and Resources MN. The higher the MN, the more loyal and supportive a nation is towards its leader. Example: Queen Hisui E. Fiore is the effective ruler of Fiore, upon whose leadership depends the lives and future of many.)
• Wonder Construction (Requires MN 10 or higher. The character or their organization is responsible for the creation of a famous building or landmark which will draw the attention, admiration and respect of countless people both within and without. The construction of a Wonder is a unique undertaking which should require considerable time, effort and energy to complete, and should not be undertaken lightly. Its nature should be discussed and approved by the GM, and upon completion, may provide unique advantages to a given civilization, in addition to making its people considerably happier and more supportive of their leadership.)
• Religion Founder (Requires MN 7 or higher. A powerful individual with strong beliefs - or possibly merely a very charismatic personality and an imaginative mind - may decide to act upon founding their own religion based on whatever faith they deem appropriate. The founder can set up their religion's beliefs, significant tenets, philosophy and important celebrations and other such details as they see fit, possibly up to GM's call. The MN represents how popular the religion might be and how important its influence in the user's and their organization's spheres.)
• Unique Military Unit (Requires MN of 8 or higher. A given organization may create its own, specific and unique military unit - provided it has a military force in the first place, of course. Said unit can be pretty much anything the user imagines within their organization's limits in regard to technology or available resources, with GM's approval. Once created, said units may be considered to be available in one's military forces in a significant enough amount to make a difference based on MN.)
• Unique Infrastructure (Requires MN 8 or higher. The organization has created a unique building or facility serving a specific purpose which may provide various advantages to its members who have access to it. It can be pretty much anything from an entertainment facility to a military research lab, including social locations and touristic attractions. GM should be involved in the decision, as to decide what advantages said infrastructure could provide.)
• Deterrence Weaponry (Requires MN of 9 or higher. The organization has access to its known world's latest top level deterrence weaponry available to some measure, making it a desirable ally and feared opponent to other nations/governments. The MN reflects how much access the organization has to the weapon and how much impact it could have were it to use it. The nature of the weaponry depends on what is regarded as such on whatever level the organization exists upon. In the modern, real world, this means a country with active nuclear weapons and effective delivery systems. In Star Wars, the Galactic Empire had the Death Star and various other Superweapons. In One Piece, the threat of a Buster Call made opposition to the World Government rare and inorganized in general. The exact nature of this option is to be discussed with the GM as well, and the specific weapon's capabilities as well. Example: Gilgamesh's most powerful Noble Phantasm, Ea, essentially functions as this. Despite his arsenal of fantastically powerful weapons of countless of other types, it alone is more than enough to make most opponents shudder at the mere thought of opposing the King of Heroes.)

The ultimate tool of authority for powerful, wealthy leaders of large business, far-reaching organizations and nations alike. Allows one to truly feel like one of the Big Names in the world, and to throw their weight around whenever necessary to achieve their goals in ways they alone could not.

• No Armor Penetration (+1 CL, plus 1w for 1st level, 3w for 2nd, and 5w for the third. It reads as follows: No AP 1, No AP 2, and No AP 3. Armor Penetration has to be of a higher level than the No AP modifier to ignore Toughness.

-Antisocial tendencies (-1 to -3; not unlike a psychological challenge, although a bit darker in nature, this challenge can represent various aspects of such a personality type: violence, manipulation, lack of remorse, etc.)

-Minority (-1; be it due to belonging to a racial minority, due to sexual orientation or non-dominant religious or philosophical beliefs, one may stand out and be troubled by others for it.)

-Love (-1 to -3; both represents how strongly one feels for their beloved, going from strong feelings of affection, to full-blown passionate love. While not a bad thing per se, it does mean one will often go out of their way to make their significant other happy... and if anything bad happens to said person, it will affect them, hard, as well.)

-Loyal (-1 to -3; you feel strongly for certain people, a group or possibly an organization, and will generally try to help them out and support them in their time of need. It could be friends, family, or any group you care a lot for.)

-Duty (-1 to -4; you are either employed by, under the orders of, or otherwise duty-bound to a cause, a group, a person or an organization. Be it your job, a military force or a large company, you are part of a bigger whole and a large part of your time is dedicated to working in their favor. The level of this challenge represents how devoted, and how much of your time and energy, you have to spend performing your duties.)

-Covetous (-1 to -3; you want something, badly. There are four types of the covetous challenge, namely Ambition, for power and influence, Greed for money and belongings, Lechery for sexual relations and Conspicuousness for fame and renown.)
