It's fine, really. I love Strange as much as I love Octavius. I was actually having a lot of trouble deciding over the two, and being a super-talented Doctor is certainly not going to harm a group of would-be heroes.

All of the character suggestions sound good to me. For a mutant character like Forge, it would simply be a case that their mutant powers never emerged. Everyone else would reach the point where they *should* have gained powers or started down the path to their superhero career, but events would unfold slightly differently so they miss out on being altered or affected to the degree where they become super heroes.
If people would like to start thinking about their non-powered CADs as well as their altered back stories, I've got a few rules/restrictions in mind:
1) Physical Abilities should be limited to human levels. So 1 for sedentary/non-athletic types, 2 for sporty or outdoorsy characters, 3 for the absolute peak in their field. I'd mostly be thinking 1 or 2 for Abilities; 3 should be "best in the world" types so they should be quite rare, and even then a character would probably only have one Ability at 3 (a world class runner might have Speed 3 but not Strength, Agility, etc).
2) All characters can buy Durability at normal rate (not tripled), however it will be separate from Energy Reserve and Regeneration. Instead all characters will have Energy Reserve 9 and Regeneration 3. There won't be any special Intelligence rule or other house rules to boost that.
3) Any super-powered Actions or Modifiers are banned. Also any of the more exotic skills such as Ninja or Genetic Engineering would also be banned. Inventing in it's book form would also be off the table, although you can certainly buy Technology or General Knowledge to cover more mundane inventing skills.
4) I'm going to set the stone count pretty high at 40 stones but that's mainly to cover anybody who may need to buy a lot of science skills (Tony Stark or characters like that); I wouldn't expect most characters to get anywhere near that - you could probably make a decent character without even breaking into double figures. There will be a benefit for saving character creation stones too, so please try not to go too crazy making a non-powered normal human on a 40 stone budget!
5) Challenges aren't going to be too earth-shattering since what may be a challenge for an actual super hero is going to be a bit less of a big deal for a regular person. If you have a physical disability, a medical condition, a vulnerable loved one, or something quite major like that then it will definitely still count; if you're a bit of a grouch or don't always get on well with your co-workers, then it probably won't net any challenge stones in this context. However, there is one compulsory challenge that every character should take, worth 1 to 5 stones depending on what level you choose:
REALITY DISSONANCE (New Challenge!) - The heroes are aware that something is "not quite right" with their place in the world. This Challenge represents the extent of that awareness and the impact it may have on their day to day lives. 1 stone: No conscious awareness. The character merely has a vague sense of being unfulfilled and may occasionally dream of another more colorful life but nothing strongly or recurring enough to carry forward into the waking world. 2 stones: Very limited awareness. The character may sometimes recognize names or places they have never seen before without knowing why, usually putting it down to deja vu or similar. Dreams are more frequent but nothing concrete. 3 stones: Mild awareness. The character has recurring flashes or dreams of their heroic adventures but may or may not still put them down to an overactive imagination. They will recognize things that correspond with their fantasies and be able to pick out some details or glean information they would not otherwise have a way of knowing. Friends and family may have concerns about their mental health. 4 stones: Strong awareness. The character definitely knows that their normal life is "wrong" somehow although they may not have all the knowledge of how or why. They will recognize people from their "real" life and be able to give personal details without having met that person before, but will have a strong disconnect from their own everyday lives or may think they are going crazy. 5 stones: Full awareness. The character has a full knowledge of their "real" history as a super hero and is utterly unable to connect to their normal everyday life. This character is insane for all intents and purposes. (Not recommended for any player characters!)

Is there no way to convince you to allow us to pay for Max Energy and Energy Regen at the level we are willing to spend out stones on? ...I'm sort of allergic to low regen and energy. XD

XD I'm definitely willing to go with the majority on that one - my reasoning is that the system is about resource allocation and generally speaking these characters are going to have lower Abilities & Action Numbers, so having a higher amount of Energy available takes away any choice for how people choose to spend their stones if they have enough in their pool to max out every single panel.

That's one way to see it, but mine is I have never met anyone in real life who ends up out of breath and panting heavily after a minute or two of intense activity, which is what the game feels like to me with only 9 Energy and 3 regen. I don't feel like a potential hero, but like an heavily-asthmatic couch potato with only that much.

Aside from that, do you allow the +1 option Efficient to make some actions less costly to use? (i.e for each 2 stones you spend, you get 1 from the general pool to pay for your action, without of course going over the amount of stones you could normally use in the action.)
Not that I need it on my current actions, but asking for the future.

There are several conflicting sources on this, but I want your official word on the matter.

Also got another question. Are we aiming to be a team here?
And if so, or even if not so, could some of us know each other from the beginning? ...Like, if we've met professionally or something (for example, Strange being a general physician in addition to a Neurosurgeon, could have treated any of the others for whatever medical problem they might have had before).

Those would be my top 3. Not sure which route to go with. I'll leave it up to Andrew. If he doesn't like any of them, I can find another or bow out if needed.

I was thinking about Max when I first saw the thread. Given how he's no mutant at all at first, how would he have turned out? I'm curious to see your take on this. ^_^ I would go with him being a "Stubborn old fool" who some believes is going crazy. He dislikes life because he knows there MUST be something he should be able, or should have been able, to do. I'd probably allocate the reality dissonance challenge at level 3 or 4 due to this. Other than that, now that he's free from discrimination, he'll just live his life as a normal old man who rambles to himself. You know, go to the park and feed ducks and all that old man stuff.

Nah. Deadpool is the only sane person in a crazy universe, the only one to realize he's in a comic book. In this case, Deadpool would be a normal guy who's convinced he should be a superhuman in a comic book who's aware that he's a superhuman in a comic book! XD
