Just an idea I had... I have an idea that maybe Telepathy, and MoM should no longer provide free mental defense stones... I mean maybe I'm reading the intent of the developers wrong, but it seems that they would make fights between telepaths very boring since effectively neither would be able to touch the other with their powers especially at a high level.
take Professor X for example. Int: 7 + Telepathy at 10, + Mental Defense at 10 = 27 stones needed to overcome the effort. Even your average Manah character would have trouble mentally taking over a being like that. I mean in canon Xavier has been overcome by Telepaths before, but how are they supposed to overcome such odds even by catching him off guard?

You are reading it wrong it is a 17 for X. The 10 in the modifiers is the 10 from telepathy, so he has a 17 to start (Which is still fairly high but not impossible) that is also only if he is aware and resisting, telepathy specifically states that if they are not aware then they dont get the defense.

Okay, but then how do you explain people who have a lower or no mental defense modifier for their Telepathy or MoM actions.

The same way I explain people who have fewer specialties than their AN would allow. When the designers built their cannon characters they built them more as a template as opposed to min/maxing them with everything. So they might intentionally reduce some numbers/specialties ect simply to give the characters the proper feel. In fact they tell you earlier on that you can always willingly remove bonuses the people would get if it feels right.

In fact the designers did not really follow their own character creation rules a few times. Pg 41 Dr. Strange has mom of 4 meaning his highest magical AN is 8... Which is interesting when you look at that Magical Travel 9

Actually if I remember right magical travel is one action that is not limited by your MoM… The action's description doesn't mention it either.

Well, it isn't stated that the Mental Defense in their profile is from their Telepathy. So we can't know for sure. But I am inclined to agree with Lilithboy that it is a mistake they made, which just made things more confusing.
But, if corrected it should be 17 to affect Prof. X, and 7 if he is unaware.
But I do agree that the defense makes it a little wonky for telepaths/magicians to go against each other since they will need to get through their free defense and ability to affect them.
