I've used HeroMachine for quite some time now. It works incredibly well for the old-school Underwear-over-tights-style heroes. But even with the full version - which I've tried - there are many things that it lacks. Male hairstyles, for one. Powered Armor characters (and other characters who wear armor) may also find this tool lacking to their needs.
It can be a great tool, though, in many situations, and sometimes, you can play with it and end up with a new character design to work with...

Hi there. Thanks for the link. That can be a very useful resource for players and GMs alike. Fortunately I can draw semi-decently, but I can see how frustrating it would be to have an idea for a character and not be able to put it in a visual form for others to see.

Have you tried the City of heroes Generator? I saw a link for it on the site somewhere. It's in Korean but there's instructions on how to switch it to English. Here's a sample of what you can do. Justice Seeker Dr. Gecko Jade Pharaoh

Yeah... I remember that being up here a long time ago. Back when The Righteousness Brigade was going strong, actually. Good times, good times. It's a fun little program to toy around with, but it doesn't give much versatility in character builds.

yeah the current game costume creator has alot more options. You can scale body parts, and there are several new items including monstrous heads, feet, etc.

I'd be happy to test it (and share it!) if anyone still has the installation program

Dang I can't remember where I picked up the program now. That was pretty dumb of me to post the characters I posted( have plenty of my own designs could have used). I should probably go back and edit it and put my own characters in instead.

But when City of Heroes first showed up, they got involved in a huge thing with Marvel over copyright stuff, so they tucked that standalone generator far away to avoid any further issues. It was on peer-to-peer file-sharing networks for a while, but I'm having trouble finding it. The only torrent I've found is quite dead. Trying to get some seeds, but so far, I've got no luck. I'll keep trying, though. I may decide to post it online if I get ahold of it. Also, if you want to see if that updater-thing works, feel free to send me a PM, and I'll try to send it off.

Yeah I was around for that whole Marvel /NC Soft debacle. Then Marvel turns around and askd NC Soft to help build their Marvel MMORG.
As for the updater I think I'll wait til I get my desktop fixed.

I use HeroMachine a bit, and I've got the CoH generator, but could never get it to change to English... which is a bummer because its very in-depth.

I haven't installed the upgrade because it requires you to copy files from your City of Heroes folder... which I don't have. And when you do, it'll de-categorize everything, which makes the lists really really long. Still, I've got all kinds of designs for a few characters I'd been thinking of, though.
