Here's a mod to think about for action limits. 2 Actions + a movement action UNLESS the movement action is being combined with combat. I think I would be a lot happier having 2 actions and a movment every panel. More movement than just the free allowed stuff, I wanna put stones into it.

I wouldn't have a problem with that if not for "movement" actions like Teleport, that can have a much bigger impact on the game than just a character going from point A to point B.

In confined spaces, with the proper options, yeah... Teleport is a lot more powerful. I think outdoors though Flight and Speed go further for cheaper, especially at lower ANs.

Teleport 3 is 1 mile in 1 panel. Flight 3 is a maximum of 1.3 miles per panel. Cost difference = 2 stones. Teleport goes through walls and can put you somewhere that nobody but another Teleporter can get to you... and they have to have a way of knowing where you went. Flight still leaves you in visual range unless you go around a corner, and you can be followed. At 5, Teleport lets you go 5,000 miles in a single panel, vs... well not nearly that much with Flight Teleport is an extraordinarily dangerous action, if not managed properly.

I never liked how the teleportation chart is done, seems to climb way too far way too fast. I still don't see how it's horribly broken without the "See through portals" option... in which case maybe that option should just cost more. I could, and probably would find some way to harm a porter trying to pop in and out of their sight range repeatedly without that option.

I don't think Teleportation is broken.
I think allowing it to be used without counting as an action just because its a movement action is broken.

Teleportation isn't so broken, except when people use it for BS like teleporting someone's head off, or taking them to another dimension and leaving them there.
The range of it is maybe it bit strong, but it eats up energy pretty fast, and while it could be toned down by using the range row instead, that's probably too extreme, and makes it pretty much impossible for to teleport across the planet with an insane amount of energy. Plus, you'd need to overhaul the CADs of everyone who has it if they're ever going to show up.

Also, teleporting someone so far into the sky that they burn up on re entry with the can send others without sending self one. +1 for a insta-kill against 97% of opponents? Especially considering that the panel before you can teleport to close combat range. Teleport is not over priced, but in the wrong hands very dangerous.

I don't allow ANY "one-shot kill" nonsense. I don't care what options you have... if you want to use Teleport as an attack, you still have to beat defense (and chances are quite good that the distance left over won't be enough to send the person into the upper atmosphere... though it may be enough to drop them to their death if someone doesn't intervene)

That's what close combat is for. I was invisioning it as
Panel one: Teleport close to them, with or without close combat if I use close combat it is specifically to get "a grip" on them not necessarily to harm them. Possibility have some sort of +1 or +2 increase on CC to state that he is a master of attacking to touching them to teleport rather then to hurt. (I know that normally you would just list it as a specialty, but I want it to carry more weight)
Panel two: Close combat at maximum to get through their defense and teleport at 4 or max to send them into the sky. In a battery less game that more or less leaves me drained. In a battery game, I might be able to do it twice before I run out and have to recharge.

no, but then again. I've never actually used it in a game. To me it's just the same as attacking someone with the name number of stones. I know that if I had my choice of superpowers it would be teleporting. So I tend to see it as more powerful then it may be.

It is very powerful, and thats the point...
You seriously see no problem at all with one-shot killing every single foe you ever come across just because you can teleport them into some lethal position?
I don't see how that would be fun in any way.

Especially when the player tries to do it every turn, meaning you can't keep those NPCs KO'd, because the player will persistently *bamf* the enemy.
