This is my write up of Joker, so if I'm off, please let me know.
Name: The Joker Hair: Green Height: 6'6? Weight: 165?
Abilities Intelligence: 7(i) Strength: 1 Agility:2 Speed: 1 Durability: 2 Health: 2 Energy: 14
Actions Close Combat: 3 Agility Bonus or Weapon Modifier Ranged Combat: 2 Pistols General Knowledge: 5 Criminal Activities Psyciatry(you pick up a few things when your constantly getting checked to see if your really insane) Chemistry Social Skills: 6 Intimidation Insane Criminal Psychiatry:7
Modifiers Reflexive Dodge: +2 Insane Strength: Becomes stronger, and faster with damage taken or caused. +1 to all ablities for every three stones of damage taken or caused, up to 7 for intelligence, 5 for all others Wealth: 0 Insane: Mental Defense +9 Immunity to all Toxins and chemicals Challenges Insane 10w(Completely, totally insane. No other way to put it.) Obsession 3w(Batman, destroying him, not neccesarily killing him)
Equipment Pistol: +2 (Also has pistols that shoot flags that say bang) Various other weapons Joker Gas: Attack vs Durability, if exceeds Durability, removes 1 white stone per panel, once stones gone person dies, causes uncontrollable laughter (From Kingdom Come, just an interesting image, still working on Joker toxin, which is different)

I've only given this the most cursory of glances, but Joker is taller (roughly 6'5", given that Batman is supposed to be about 6'3"), should have an Int of 7, and should have Psychiatry as a separate Action, rather than Social Skills. Joker is the master of the mind game.

I dunno. Social Skills seems like it should be higher - Joker's been shown to be VERY persuasive at times, especially where Harlequin is involved, but also on either side of that. And he's easily genius-level or better intelligence. Not really a combat kind of guy, but he's not bad at it either, necessarily. He's... pragmatic, to say the least. A lot of what makes the Joker so terrifying as a villain isn't his stats, though.
EDIT: Or, yeah, like WK said, give him a seperate Psychology action. Either way, he is VERY persuasive and very good at mind-games.

Joker is strange as a hand-to-hand fighter... sometimes he's portrayed as pretty tough, other times he's a complete push-over.
For my money, the best interpretation of Joker (in terms of fighting ability) is that he's not particularly skilled, but he doesn't register pain in the way that a sane person would, and therefore getting him to stop fighting short of causing him serious bodily harm is very difficult.

Yeah, that's how I've always seen it as well - that and he's very pragmatic when it comes down to it and will do stuff that even Batman doesn't always see coming. He's not particularly skilled, but he's hard to put down and he's, well, crazy.

By all means, include a crowbar in his equipment!! (Sorry... I just feel that the Joker would be perfect with a crowbar. lol.)

When I was a kid, the Joker action figure came with a giant green hammer, so for some reason, I always think of him fighting with one.

Dude, not too long ago on these boards I got flamed for pointing out that the slapstick Joker was lame. You'd be surprised how many people like him that way.

Its sort of a hyper-active version of "Madder is Badder."
Personally, I kind of like it... though I don't think Joker gets any smarter or faster when he goes off.

Well, speed is a stretch, sure, but about the intelligence, he doesn't get smarter, but he's able to use his intelligence to greater affect, he is able to enjoy greater focus, and do more with his already great intellect.
