Is this a villain? 'Cuz it'd be a pretty freaky villain. Can you only attack it with energy-based attacks? Like a force blast or something? And does it have any challenges to speak of?

The way it's written implies that a physical attack on the mask itself would leave the villain open to mental assault. After thinking about it you might want to apply a bit of energy defense so that your Main Baddie doesn't get one-shot by a Cyclops or Human Torch but I wouldn't make it too high. I'd go for about 5 or 6. That way PC's don't just ignore the "Destroy the Mask First" strategy.

Epic, and inspiring.
I'd say make sure he puts some of that 9 stones regen per panel in Forcefield (via power cosmic) to safeguard against that energy damage, but yeah, over all, pretty cool...

Good call on the Force Field Hypester. Sometimes I forget the scope of Power Cosmic and other broad based actions.

Aside from the mental or energy attack weakness, this seems like a pretty powerful. Is this one of those epic baddies that appears rarely but causes doomsday-damage? And what is it that it needs?

Yes and what he does will cause interesting effects... What he needs is ''something'' that will allow him to recreate the univese as he sees fit...

And that "something" is...to be revealed in a game? Or you haven't established what it is yet?

Are all those thoughts only the thoughts about recreating the universe as he sees fit? If not you may want to add in a Rogue complex. All those minds just can't be good...

He ants to rule the universe. It will be a "perfect" universe, but he's still going to destroy this one to get it. Soooo probably an "extreme ends justify the extreme means" and you have to decide if a "perfect" universe is worth it...
