That looks pretty good, Dio! That's pretty much how I'd build Bruce Wayne, though he'd likely have more starting stones which could be spent on business skills and a few other permanent gadgets. But that's a great start. Some details to bring up: 1) The human max of 3 for physical Abilities applies to Recovery and Pool, too, but it's okay if he's supernaturally fit and energetic - as long as we're clear that it's supernatural. A guy with Recovery and Pool of 4 can run back-to-back marathons and feel okay afterward. It's Captain America territory. 2) Actually, I guess that's it. ~TWF I just realized something... What if I wanted to go by the old Intelligence Regen rule (Buying an Energy Recovery of 7, equal to his intelligence) That's not supernatural, that's something that Reed Richards or Tony Stark would have... I can understand not having a pool over 3, but the Recovery shouldn't be restricted like that. This is more a discussion for the Rulebook Discussion forum, so if you want to move it there, just let me know.

The foundation of this game is the new energy system. I am not messing around with it.
The idea that Tony Stark as just Tony Stark can pump out 7 stones of energy every panel without even breaking a sweat is utterly ridiculous.

You just have to make up for it in other areas - typically by being really clever/versatile (which your character is, in this case) or by having lots of modifiers (which technically you can also produce thanks to your inventing). You may not be able to pack as much punch as a bruiser or someone with a killer force blast, but you'll be ready to take advantage of any weaknesses you may spot in an opponent. It doesn't take many stones to deal damage when you have armor penetrating weapons, or a ray gun set to match a villain's special vulnerability challenge, etc etc.
It is a test game, so we'll have to see if it works out. But it'll be a fun challenge for ya. ^__^

Hey Sam, go for the Mastery. If no one objects, I'll see if I can go the Power Armor route and take advantage of Dio's character later on.
At the moment, I think I can justify the gravity manipulation through PA, possibly funded by (or 'rescued' from) Pro. Corp. R&D. Another one of those 'can't let this tech become a military weapon' kinda thing.

That would be awesome, Roc. If it's stolen from Pro Corp, you could take a decent Challenge representing being on Pro Corp's bad side - exactly how high you want it determines how truly ticked off they are with you/how valuable that suit is to them.
You could also be a poster boy for a smaller, rival corporation, who might like the positive press of having one of their suits become a top hero in Liberation. That would make for an interesting conflict of interest - yes, you'd be doing good by being a hero, but you'd also be essentially advertising for a weapons manufacturer while simultaneously helping them fine-tune their biggest weapon.

Honestly, my character concept started with the mention of the subway in your Setting description, so I feel compelled to make it his proving grounds. His look grew to something like Jacob from Ink, an urban look complete with face-obscuring hood.

Being Friday, I had some time to spare and I spent most of it trying to get the math right for PA. While the overall idea behind the cost scheme works well and I think is the right balance, it doesn't take kindly to 1) changes and 2) mistakes. One essentially must start over if they decide or need to change one of the common stats as it changes the stone count after the 1.5 multiplier. Aside from that, it worked out well.

Biography ========================
Oz was a grad student at Liberation U, working on the discovery of and practical application of gravitons and zero-point gravity theory. With diligence and careful construction, Oz managed to crack the science and developed a way to manipulate personal gravity and alter gravity in a focused area. Excited about his research, the University allowed his team to develop a skin-tight grav suit, much like a wetsuit, and a set of gloves to match.
Oz knew this research could revolutionize the world and possibly earn him a Nobel prize, but before he could enjoy his success, he discovered Pro. Corp's involvement and desire to weaponize this technology. Realizing the truly earth-shattering implications of a gravity weapon, he covertly slipped on the suit and stowed the gloves in his bag, while erasing all files pertaining to the research. Knowing the sudden disappearance of just the tech would be suspicious, he made it appear as if it were a theft, ransacking the place before escaping to the subway.
On his way home, while worrying about the consequences of his criminal act, a group of thugs began assaulting passengers of the train. Noticing a pretty girl in the middle of the car, the gang paid little mind to Oz. Before today, Oz would have tried to stay as inconspicuous as possible to avoid attention, but the adrenaline rush of his theft and the enhancements of the suit compelled him to take action.
Slowly slipping the grav. gloves from his bag onto his hand, he slipped his hood over his head and wrapped his face with his scarf. He stood to face the crooks and muttered softly, almost inaudible even to himself. He steeled himself and, with confidence, he spoke, "Leave her alone."
The gang turned to look, at first with disbelief that anyone would challenge them. But that look quickly changed to a wicked glee at the thought of beating this wannabe hero to a pulp. They all moved toward Oz, challenging and mocking him to give it his best shot. Before he could doubt himself, he stretched his hands forward and launched a powerful, focused gravity blast at the gang's faces. They flew backward and slammed into the wall, crumpling the goons in a big pile of ugly.
The rest of the passengers cheered and clapped, but before they could approach Oz, the train stopped and the sudden hero dashed into the station, disappearing into the night.
Soon after, Oz knew he found a great use for his technology. Without the Steel Sentinel, the city was falling to pieces, but now Oz might be able to make a difference. He began testing the suit and his abilities in the subways of the city, cleaning out the criminal element from the public transportation at the same time. While his successes were great, he worried that Pro. Corp. would soon catch wind of his deeds and come looking for his suit.
The Tech Explained: ======================
A form-fitting wetsuit-like getup, the Grav suit allows the user to manipulate one's own gravity, allowing one to walk on walls and ceilings, jump great distances, and move much faster. The suit also emits a shallow outward gravity field around the suit, essentially creating a barrier that can cause incoming objects to redirect or 'slip' around the suit. Additionally, the suit's altered gravity can improve healing of broken bones and bruises.
The gloves have multiple applications as well. On the back of the hand, a narrow outward gravity beam can be fired at targets when the hand is closed into a fist. When the hand is open, the palm projector can emit a widespread but short-ranged gravity reversal, creating a barrier between the user and incoming objects. The last function of the gloves allows the user to lift extremely massive objects by extending the suit's gravity alterations to the object.

What do you think about folding Enhanced Vision into the Mastery as a specialty, and what limitations would you put on it? Like, "Enhanced Vision: full spectrum (infrared/ultraviolet), telescopic, microscopic, see in darkness." Do I need to break those up?
Also:
-Accelerated Healing Factor -Only functions in direct sunlight; in other light it becomes "Healing Factor;" powerless in darkness -2 CL
That okay?

Roc: Yeah, doing the math for Transform Self is definitely tricky. You have to be pretty confident about your minimum stats or you'll find yourself redoing it a few times. Fortunately, you only have to make one good copy of the CAD, and then it's fairly smooth sailing. ^__^
There are a few things that we need to go over, unfortunately. I'll try not to miss anything:
1) You have Int 0 for your suit, which is not good. You sorta have to see the second CAD as you inside the suit, not just the suit itself. So, if your pilot CAD has Int 5, you should probably have at least Int 5 in your suit, too. It may be higher if you have some AI helping you out; only in weird situations would it be lower (say, you connect to it in some sort of trance-like state that diverts a lot of your attention elsewhere or affects your personality or some such). Your other Abilities look solid, though.
2) It's likewise with General Knowledge; unless you for some reason forget things while wearing the suit, you should have this on both CADs.
3) Again with Social Skills, though here I can understand a change. If the suit covers you up you might not be as emotive - you might also be more frightening. I'd be okay with you having lower or more social skills in one CAD or the other.
4) Again with Technology.
5) If the Healing Factor only works when he has the suit on, you can buy it for just one CAD. Not sure if that's how you spent the stones or not.
6) You don't need to buy Henshin. You bought the suit as being portable, and that allows you to don it as a free action already. Henshin is just a cosmetic change for people who want to conceal their identity. They're sorta like Transform Self characters, only they have their powers all the time - they just tend to only use them when in disguise.
When I wrote the rules for portable PA suits, I was picturing how Tony Stark carries his suit around in a briefcase sometimes, and how it's designed to sorta put itself on him in a very short amount of time. I hadn't really considered a very tight suit that can be worn under clothing, which is what you seem to be going for here. Not sure how you want to handle this.
If you're imagining a suit that he can easily shove in a backpack, but he has to manually put it on the way one would put on a wetsuit, then that would take more than a free action (probably a full page), and that would get you a discount. Maybe 3 white instead of 4?
7) If you need more stones to pay for some of these additional costs, I'm happy to help you think of some. ^__^
Let me know what ya think! I love the background and concept, we just have to fine-tune the CAD along with the weird new rules.

You don't need to fold everything into your mastery. ^__^ When possible, you should try to buy actions and modifiers (especially modifiers) separately. I think a problem with the 1.0 Mastery of Elements is that it confused a power source with an Action. If you take a guy like Super Man, he has massive Physical abilities, Flight, a force blast (laser vision, and possibly +1 CL for freezing breath alternate element), toughness, reflexive dodge, animal senses like crazy, etc. Those are all bought separately - it doesn't make sense to turn them all into a "Kryptonian Powers" Action just because that's how he got them. Likewise, we should try to avoid piling everything into a Mastery. I know it's hard not to justify some things as part of a mastery - if you have a mastery of fire and you fly by shooting jets of fire out of your feet, is that a mastery or is it flight? It feels like flight as part of a mastery. But I think the general rule is, if it's already an Action, you should probably buy the action. I'm okay with a few exceptions that are especially fitting, but there should be limits. I know it's hard coming up with Feat ideas when you have a huge AN. But you don't need to put them all down at character creation; it's probably a good idea to leave some blank for now, and we can fill them in later. Say, if you're in a fight and you come up with a neat use of light that helps in that situation, and you think you might want to do it again later, we can call it a feat and add it to your list. If that helps. ^__^ Yeah, that sounds pretty good. If he has a girlfriend, she's probably going to wonder why he wants to sleep with all the lights on. ^__^ ~TWF

Okay, so my thoughts so far, for the Transform Self concept, is a Native American with tribal warrior training and status, but who lives on the East Side of Liberation and is more than familiar with the trappings of the city (specifically the dregs of the city). He's not an outsider or out of place within the city. He rides a motorcycle everywhere and he looks the part of a clean-cut, but still badass biker. He is a scrapper type character at heart and combats crime and gangs on the East Side with fighting skill and his ancestral tomahawks. His Transformation is into a giant, black, shadowy eagle. In this form he is stronger, more durable, and able to fly at great speeds and break through walls and enemy ranks alike. Stats at peak human physique, decent acrobatics and close combat with some social skills and vehicle ops to round him out. Transformation is full voluntary and pumps his strength, durability, energy, and regeneration to superhuman levels, grants Flight with the Unstoppable option. Also uses a Generic Modifier which adds to CC and Unstoppable and makes those attacks Darkness element, something I figured to cost a total of +5 cost levels (correct me if I'm wrong).
Thoughts?
I have considered abandoning this concept for a new one that seeks to test out as many of the super new stuff in the Rulebook as I can, attempting to cohesively bind together actions and modifiers such as Harmful Touch, Generic Modifier, Immolation, Luck, and Power Up. Sounds a bit like a mystical Ghost Rider type...
