Dr. Angst, Sitting Bullseye, Tillie the Hun, the Spanker, and Black Hole - Howard the Duck. Or would these be 'F' rank? None of those guys have anything on the lameness of the Kidney Lady. I love Howard (at least when Gerber wrote him). You have to love a guy whose nastiest foes are a vampire cow, a walking bubble bath, and a guy with a bell on his head.

You know who I don’t get? Diamondback.
Going by the name you’d think she had snake powers like the rest of the Serpent Society but instead she’s an athletic type who throws razor-sharp diamonds. Why would you need to rob banks or whatever if you already have access to diamonds large enough to be used as projectile weapons and think nothing of throwing them away?

Wouldn't actually causing harm (even papercuts) make him a lot more dangerous than the vast majority of comic book villains, who never seem to actually succeed at hurting anyone?

In the Read Or Die series, the lead character, a paper master, is one of the most feared super heroines in the world. ^__^ And yes, money counts as paper. Imagine the puns you could make as a villain who uses money as a weapon. Still, feels like the kind of villain that belongs in Dr. Horrible. ~TWF

We already had that conversation. WK said it was lame becouse its in anime. I think Mastery of Paper is among the most awesome powers that existed in fiction.

Nnnnnnoooooo... I said its lame because its lame. The fact that its anime is not the reason its lame. Its the reason its accepted by the fanbase, who are regularly bombarded with ideas that I can only imagine are gathered by the authors by sitting around and listening to stoners and drunks talk for hours on end. I'm pretty sure that if I smoked enough dope, the idea of a person folding paper into lethal weapons would not only occur to me, it would sound REALLY cool too!
On the bright side, I stopped doing drugs a long time ago, and I haven't suffered any significant brain damage, so I'm capable of recognizing a godawful idea when I hear one. I'm not sure what your excuse is, though.

I don't think it's a particularly strong power; The Paper is a fiend in ROD simply because there really isn't anyone much better in her continuity. That's it.
That said, I think it's fun the way it's presented in the show. (I only like the OVAs; the series is waaaay too slow for me.) It isn't as simple as folding paper into lethal weapons; she's basically Magneto, but with paper instead of metals - and paper she controls is about as durable as steel, so there's hardly a difference. It's a laughably arbitrary power (what constitutes "paper", and how does it work?) but the show only asks you to suspend that one question in order to enjoy something new and fun.
EDIT: I was hoping that whats-her-name in Naruto would do something cool with her paper powers, but she suffers from the severe drawback of being a character in Naruto who lacks a Y chromosome; thus, she did diddly squat throughout the entire arc. Alas. Maybe she did something cool in the manga.

Powers are only cool if they are an interesting compliment to a character.
An otherwise awesome power is lame when used in a bland manner

That's why, no matter how well-written they may be, some characters will always be third tier in the comic book world. Aquaman has had some BRILLIANT writers work on him over the years. He's continually subjected to bottom rung status because, quite frankly, being the dude who can telepathically control dolphins, is stupid.
