It's one of the rules that needs the most testing. The cost may come down eventually - I set it really high to start with.
Other major testing needs include the new Mastery of Elements, and to some extent Metamorphosis. I'd like to tinker with some more telepathy options, but that's sorta low on my list of priorities right now.

Having at least one inventor in the group would be great, though. That would really help justify some serious costumes for the characters. I want everyone to sorta start out like Peter Parker in the first Spiderman movie, where he made his own crappy costume - or like Kickass, who ordered one online. But you'll become serious heroes soon enough, and it would be nice to have an inventor around to put together some proper costumes.

Hmmmm... I can do that. I mean I made all the costumes for The Guardians as Booster, so this is just the same.
What is the dynamic for creating permenant items like that? Is it just "Hey GM, we need this, can I do it?" or is it something a little more involved.

Basically, people can just spend white stones, if they have any, on equipment. The inventor just provides the justification. Some items, like a custom tailored bullet/flame-resistant costume, are going to be almost impossible to get otherwise - and even if you can find somewhere to buy it from, kiss your secret identity goodbye.
Likewise with other stuff. If a character decides they want jet boots (the Flight action) or x-ray goggles (enhanced vision), etc, they can justify it to the GM by basically asking their inventor buddy to make them. They still have to pay for the action or modifier as usual, but ordinarily you'd have to dive in some toxic ooze or fall through a black hole or something funky to get new super powers. Buying your inventor buddy a few rounds of drinks is a LOT easier. ^__^

Not for free, no. The only two ways to add things to your CAD are with LOEs, or with white stones gained via challenges (or as awards, etc).
Inventing just helps justify some of the weirder stuff. For example, a character without Inventing can't just train really hard and buy the Flight Action with LOEs - but an Inventor could build herself a hover pack, which is basically the same thing.
