I've been trying to find a section in the three rule books that specifically enumerates the rules on Accumulation of Energy, and have only been able to find one part that says "accumulate energies over time, stunned afterwards for a panel." My understanding is that when you put stones into a mastery with accumulation, they stay there when you regenerate stones each panel and can use them any panel afterwards. Is there anything else I missed, or don't understand?

You have it for the most part. It's a charge-up option, in case you ever want to spend all of your panels pretending its Dragonball, yelling and accumulating energy.
It lets masters of elements put forth some pretty major effects, but costs them time to build up and time after while stunned.
It's also one of the few ways within the game to not only exceed your AN + Ability Bonus but also your reserve. The Phoenix Force does this as well, as seen in the example. AN is just a way to determine the specific logistic benefits of that action, you can spend all the energy in your reserve doing whatever you want with it whenever you want, as long as it fits the parameters of the action and your GM's tolerance.

Agrees with Malice. Also, I belive that The Human Torch's Super Nova is such and effect rulewise.. Its a rather intense effect, but he doesn't use it that often..

Does the accumulated energy have to be used all at once? For example, if I have Mastery of Fire 5 with accumulate, and I spend 6 panels charging up 30 stones of fire, can I only unload it all at once as a 30-stone blast, or can I do two 15-stone blasts over two panels or even three 10-stone blasts over three panels?

I'd say you have to let it all out at once, but you can split the effect in the panel.

Since as it is written, there is no limit on how many stones you may accumulate, you have to spend them all at once. But I agree with Brainstem that you decide how to use the stones.
