DESCRIPTION
This modifier represents one's authority and power as a mover and shaker in the world around them, their ability to impact it as a member of the social, financial, military, political and/or scientifical elite. The more resources ones possesses, the greater their ability to influence the world to their advantage, and the further the reach of said ability. With certain options, this modifier's importance can increase drastically and reach new heights, possibly to very much epic potential.
Resources are connected to a user's Wealth, in the sense that Wealth is required to actually fund and maintain the Resources at your disposal. A character's Resources MN can never exceed their Wealth MN. Only one Resource per MN may be maintained and they may change during the course of the user's life given either personal or external decisions or events. If a user acquires new Resources but is already maxed out given their MN, older resources may be abandoned for the new ones, representing them spreading their empire too thin to fully maintain it without some measure of loss. It is not impossible for one to have other resources than those mentioned on this modifier, but those would be minor ones with little actual effect which can easily be lost, ignored or negated.
Certain options can be purchased to greatly extend the reach of this modifier, making a user a major player possibly beyond the limitations of any normal businessman. The GM should be consulted on what is or isn't possible, depending on the scope of the game.

DESCRIPTION

OPTIONS
- Country Leader (+1 CL; as opposed to 'merely' being a very influential person, you are actually a major country leader. Your influence and decisions help guide and shape, even possibly decide, the fate of a nation. Smaller nations do not actually require an option, however. Requires MN 9 or higher. France's prime minister would be an example of this.)
- Continental Leader (+2 CL; you are actually the head of the wealthiest, most powerful nation on an entire continent, and one of the most important players in the fate of your planet. Requires MN 10 or higher. The President of the United States of America qualifies for this.)
- Planetary Leader (+3 CL; at this level, you are essentially the leader of an entire planet and that world is more or less united behind your leadership. Your decisions impact all societies on it to a major extent. Requires MN 11 or higher. Queen Amidala of Naboo is an example of a planetary leader.)
- Interplanetary Leader (+4 CL; you are the leader of an alliance of planets within a single star system. Needless to say, a society of this importance must have access to a Technology level of AN 6 or higher, and the user requires an MN 12 or higher. Queen Serenity of the Silver Millenium qualifies for this.)
- Interstellar Leader (+5 CL; your influence spans across multiple planets in several star systems, making you one of the most important individuals in an entire galaxy. This level implies a society with Technology AN 7 or higher, and the user would require MN 13 or higher. Emperor Shiv Palpatine of the Galactic Empire is such an individual.
- Galactic Leader (+6 CL; more so than the previous level, you are the leader of pretty much an entire galaxy, united behind your leadership to a significant degree. Such a far-reaching civilization would require Technology of AN 8 or more, and Resources MN 14 or higher. Gid Lucione Deviluke, of the Devilukean Empire spanning across the entire Milky Way galaxy, is a galactic leader.)
- Intergalactic Leader (+7 CL; you rule over a civilization massive enough to cover entire galaxies and beyond. At this point, a Technology of 9 would be mandatory, as is an MN of 15 or more in this modifier. The God-Emperor of Mankind of the Imperium of Man qualifies for this.)
- Universal Leader (+8 CL; while there may still be some infighting between some factions, you are the mostly unquestionable leader of an entire universe, your influence and power extending about as far as it possibly can without going beyond dimensional limitations. Requires access to Technology AN 9 or higher, and a MN of 16 or higher in this modifier.)
- Inter-Universal Leader (+9 CL; at this level, you likely rule across multiple universes and realities. You would need access to Technology AN 10 to qualify for this, in addition to having an MN of 17 or higher in this modifier.)
- Multiversal Leader (+10 CL; arguably the greatest potential level of leadership one could possibly attain if the campaign, and the GM, allows for it. One with this level is pretty much the absolute leader in most if not all known realities. Technology AN 11+ and an MN of 18 or higher in Resources is needed for this.)
- Military Might (+1 to +5 CL; Requires Head of State resource. Any leader might have a private army, and all nations have peacekeeping and security forces. However, this modifier represents the presence and maintenance of an active military force, a literal army trained and maintained according to the resources, funding and support their government assigns - or has the ability to assign - to it. The MN of the modifier - and options for larger civilizations - determines the size of the army, whereas this option's CL reflects the general power of the military forces: +1 CL is a basic army with decent support and access to average tech and gear commonly available to its civilization, but nothing too exceptional; such an army is usually mostly meant as a defensive force and a deterrent. +2 to +3 means a powerful, extensively trained and heavily armed and well-equipped military force, with +3 being the strongest level possible in a realistic, modern day world. +4 to +5 would be appropriate for civilizations with technology, enhancedments, weaponry and other advantages reaching beyond the limitations of physics, reason and the natural world. Futuristic societies such as Star Trek's Federation and Warhammer 40k's Imperium of Man would qualify, as might an army of powerful wizards and dragons whose abilities clearly exceed those possibly available to modern day humankind.)
- Loyalty (CL -2 to +3; requires Head of State resource. Loyalty represents the general support of the people of a given nation towards their leader. If negative, it represents civil unrest and chaos due to instability or other factors. -1 means general unrest and division, causing manifestations, protests and heated discourse among a nation's various factions. A civilization with -2 in Loyalty would downright be dealing with open revolts and possible civil war. At 0, there is neither unusual unrest or noticeable support; most people are okay with the way things are, even though some might complain or even protest once in a while. At +1, the leader is usually popular and the nation rallies more easily behind their decisions. +2 represents strong support and loyalty, requiring a leader to act in very unpopular or immortal manner to lose face. +3 is essentially absolute loyalty. For the better or the worse, the leader is widely seen as the ultimate authority whose orders are not to be questioned, and followed to the letter. Anyone who acts against the interests of such a leader will be quickly seen with hostility by most anyone else around them, and often dealt with accordingly, unless the leader in question makes it a point to let people know that people are allowed to have such opinions.)
- Relic (+1 or +2 CL; At MN 7 or higher for a cost of +1 CL, or +2 CL for lower rank MNs, a given civilization may create a given artifact/relic/technology/invention of historical/legendary/epic importance, depending on the civilization's available technology, geniuses, power and resources. Examples could include the Ark of the Covenant, the Holy Grail, the Spear of Longinus, the Philosopher's Stone, the Turn-X Gundam, the Dragon Balls, KOS-MOS, and so on. The player is encouraged to be original in what they would like to create, just as the GM is encouraged to be open-minded. The created relic should be powerful, unique and renowned, though not necessarily of unlimited power or almighty, although it might get damn close depending on the available resources of a given civilization.)

- Corporate Leader (The character is the CEO, Chairperson, or other chief authority figure at the head of a major multi-national corporation. While the profitability of the company depends on a member's Wealth rating, their Resources indicates how much of a global presence their company has, it's brand recognition, and levels of public awareness. Additionally, a corporate leader can select one city (or planet, system, galaxy, etc depending on options, GM's call) per Modifier Number to contain major office sites for their company, giving them potential bases of operations across the world. Example: Norman Osborn's Oscorp, which deals in research and development of multiple scientifical disciplines, including pharmaceutics, genetics, robotics, chemical research and others.
- Loyal Aide (The character is constantly assisted by a personal aide, who helps to maintain their resources while they are busy elsewhere. An aide can be virtually anyone or anything, but their primary benefit is their total loyalty. Such an aide would never betray their employer's secrets, with the character's Resources indicating the Difficulty of any attempts by an outside party to try and force the aide to divulge sensitive information or otherwise spill the beans. Example: The Primarch Roboute Gulliman chairs the Senatorum Imperialis and directs Imperial Policy in his father's absence as the Lord Commander of the Imperium.)
- Powerful Enforcer (The Character keeps a powerful enforcer on a permanent retainer, so their skills can be called upon at a moment's notice. Such an enforcer can be anyone or anything, although they will be a serious combat threat in either case. An enforcer is not necessarily personally loyal to the character in question, but will continue to offer their services as long as they are being paid. Such an enforcer's combat capabilities are capped by the Character's Resources, with the Modifier Number representing the maximum Ability, Action Number or Modifier Number an enforcer can attain without feeling like their skills would attract more of a reward with a different employer... Example: Jeritza von Hrym is the Death Knight, the mysterious and terrifying personal enforcer of Empress Edelgard von Hresvelg, of the Adrestian Empire.)
- Controlled Pawn (An unscrupulous Character might attempt to gain the services of an otherwise unwilling NPC, or someone in a position of power who would otherwise be incorruptible, by holding some kind of leverage over their head to ensure their cooperation. The exact nature of this leverage can be defined by the character, ranging from blackmail threats to holding some kind of loved one as a hostage. In any case, a controlled pawn will have no choice other than to assist the character whenever their powers or influence is called upon. The Resources Modifier Number provides the Difficulty/Resistance of trying to uncover or expose information that is sensitive to keeping the pawn under control (such as finding the location where the loved one is being held), and a pawn will almost always attempt to exact vengeance should whatever threat was being held over their head finally disappear. Example: Haruhi Suzumiya has access to the very best and most up-to-date computer equipment she could get in her club courtesy of the computer club... whose president she has blackmailed with embarrassing pictures in order to obtain his reluctant assistance.)
- Combat Team (The Character has assembled a team of superhumans or other warriors as a personal strike force to call upon. The maximum number of team members that can be commanded is limited by the Resources Modifier Number. If additional team members are recruited beyond this limit, the player will no longer be able to effectively keep control of the team, which will suffer from in-fighting and bickering. Individual team members will likely not be especially powerful, but will make up for it in effective team work and coordination. Example: Bishop Enrico Maxell can call upon the members of Vatican's Special Section XIII, also known as the Iscariot Organisation, to engage and destroy any of his enemies, or those of the Catholic Church in general.)
- Unique Technology (The Character's position has given them access to innovative technology that is not even close to entering the general marketplace (Of their native universe), and that most people may not even believe exists yet. The Resources Modifier Number represents the maximum Abilities, Action Number, or Modifier Number of any technology obtained by a user, although such technology is rare and can only be called upon sparingly, meaning it will usually only be available for one particular encounter that the character wishes to prepare for. Example: Bulma Briefs of Capsule Corporation has created her very own time-traveling machine, which is leagues beyond what is commonly available in her own era and the world in general.)
- Respected Status (The Character's work and reputation has earned them a highly respected status within a certain community. As their voice carries so much weight in this field, their Resources Modifier Number can be used as a positive modifier to Social Skills or any other attempt to influence the opinions of anyone within their chosen community. Additionally, a character can find it easier to meet face-to-face with someone within their field, as their peers will generally be eager to meet such a well-respected individual. Example: Shion Uzuki, chief engineer of the KOS-MOS project, may be a scientist first and foremost, but she has more experience than most people alive in dealing with and fighting Gnosis, making her an authority on the matter whenever humankind is under attack by those hostile entities.)
- Position of Authority (Along with their position on a team or group, the Character maintains another powerful position of authority in another organization. This could range from a government position to a military rank, or a position in a private organization such as the Fairy Tail Guild. The Resources Modifier represents how much access their position grants them, acting as a Modifier to cut through any bureaucratic "red tape" that might otherwise interfere with their personal projects. Example: Captain Ginyu is an elite warrior and the commander of the Ginyu Force, making him a very important member of Frieza's Army)
- Influential Connections (The character has the ear of someone in a position of power, and can use that connection to gather information as well as exert some influence over their decisions. The Resources Modifier acts as a modifier to Social Skills and other attempts to use their connections to get their way, when it comes to convincing their contact to make a decision the character would approve of. Additionally, the character will always be the first to know if their contacts discover any useful information that needs to be passed along. Example: Jedi Master Lyke Skywalker's sister is Leia Organa Solo, one of the leaders of the New Republic. Her support has proven instrumental in several of Luke's efforts in reviving the Jedi order.)
- Heir Apparent (Because of many older social circles having a policy of hereditary membership, it is important for the future of the group that it's most powerful members have an heir to take their place someday. Raising someone with an ambition for power almost the equal of a Character's own can create a potentially useful ally. The Resources Modifier indicates the general level of respect the heir has managed to achieve amongst their peers, providing a line of information and connections that might otherwise be unavailable to a Character about what the younger generation are up to. An heir may not necessarily have the best relationship with their parent, but will generally cooperate if they feel they or their family status will benefit from it. Example: President Shinra's son, Rufus Shinra, has been his old man's planned heir for all his life. When his father died, Rufus didn't lose an instant in assuming control of the Shin-Ra Megacorporation, ruling over it with an iron fist despite the death of its previous leader.)
- Network of Informants (The character maintains a network of spies, private investigators and muckrakers to dig up the dirt on anyone who raises their interest. These informants can generally uncover all but the most deeply buried secrets, giving their employer an advantage in any dealings with the target. The Resources Modifier Number acts as the effectiveness of the investigation, operating similarly to the General Knowledge action in terms of the extent of information that can be revealed about a target. Because of the time it takes to complete an investigation, a network of informants can only be tasked with uncovering information on one specific target per issue. Example: Doctor Doom is both a genius scientist and master sorcerer, and the ruler of Latveria, a small but powerful country. In order to remain up to date with any important information, he uses an army of spies and informants both within and without the country to assist him in having the necessary knowledge available to make the best decisions possible.)
- Charitable Foundation (The character has established a charity with a focus on raising funds for one particular cause. The Resources Modifier Number acts as the effective Wealth rating of the charity, representing what it earns from donations and other support without the active involvement of the user. An unscrupulous character could leech funds from a charity to bolster their own Wealth. Additionally, being connected to a thriving charity will create a bonus +2 Situational Modifier to any social interaction when dealing with anyone who might be sympathetic to that charity's cause. Example: Bruce Wayne created the Wayne Foundation, a charity organization run by Wayne Enterprises, whose goals and duties consist of helping people in need.)
- Private Army (The Character maintains a veritable private army of well-trained paramilitary or mercenary types, acting as either standing security at their facilities or a personal strikeforce to attack whenever required. This type of private army would usually (with some exceptions allowed at GM Discretion) be human, albeit with training and the weaponry to be a threat to even metahuman/supernatural/high tech opposition. The Resources Modifier Number represents the usual number of soldiers in a "squad" whenever the army is called upon to act, although the full extent of soldiers in a user's employ could be essentially limitless. Example: Alber Wesker's Umbrella Corporation has various paramilitary units at its beck and call, including the Umbrella Security Service, the Umbrella Biohazard Countermeasure Service, and their very own secret police, the Monitors.)
- Secure Headquarters (Although your team may has sites across the world that it's members are free to use for their activities, your character would be wise to have their own personal headquarters to fall back to, should they wish to avoid the plotting and scheming of any rivals within the group itself. A secure headquarters can be located anywhere, and serves as a location which is either secretive, well-defended, or both. The Resources Modifier Number acts as the Difficulty for any attempts to overcome the security of the headquarters by an outside intruder. Giovanni, leader of the infamous Team Rocket, had hidden headquarters under the Celadon City game corner, from which he directed most of the group's criminal activities in the Kanto region until the group's defeat at the hands of Red.)
- Financial Backing (The Character can provide their financial support to an outside project or talented individual, assisting their efforts without necessarily taking a direct hand in their work. In return for this backing, the character can expect a degree of assistance should they ask for it. The Resources Modifier Number represents the level of investment that has been given to the outside project, and so also indicates the level of help that can be expected in return. The character can also try to demand more help than their backing would really justify, although this may sour the attitudes of their partner who may choose to sever ties altogether under such circumstances. Example: The Shin-Ra company has backed the scientifical research of Professor Hojo financially for decades in order to benefit from the man's genius and formidable advances in multiple scientifical fields. Unfortunately, Hojo would turn out to be even more evil and corrupt than the Megacorporation itself in time, but it seemed like a good idea at the time.)
- Head of State (The character is the leader of a country, or a larger form of government; see Options above. A head of state may, with more or less authority depending on their nation's form of government, make decisions of legal, cultural, scientifical, technological and/or military natures, which may or may not have a lot of impact on their civilization to an extent which may or may not require GM's call. They may lead their nation in a specific direction with a measure of success depending on their leadership skills and Resources MN. The higher the MN, the more loyal and supportive a nation is towards its leader. Example: Queen Hisui E. Fiore is the effective ruler of Fiore, upon whose leadership depends the lives and future of many.)
- Form of Government (Requires Head of State. You have sufficient influence to either decide, or change, the form of government used by your country or civilization. The change will likely require some time if there was a different form earlier - GM's call, although 1 week/MN would probably be a decent minimum - and may involve some difficulties, but eventually the nation will change accordingly. Common forms of governments include, but are not limited to: Autocracy, Oligarchy, Classical Republic, Monarchy, Theocracy, Mercantile Republic, Fascism, Communism, Democracy, Libertarianism, etc. If appropriate, other, fictional types may be possible, such as a Magocracy - in which a nation's leadership is essentially restricted to powerful mages and spellcasters - or a Technocracy, in which individuals with the best and brightest scientifical and technological knowledge form the governing body. Example: Doctor Doom is the ruler of Latveria, which he has established under an Autocratic Dictatorship regime, making him the one and only form of authority in the Kingdom.)
- Wonder Construction (Requires MN 10 or higher. The character or their organization is responsible for the creation of a famous building or landmark which will draw the attention, admiration and respect of countless people both within and without. The construction of a Wonder is a unique undertaking which should require considerable time, effort and energy to complete, and should not be undertaken lightly. Its nature should be discussed and approved by the GM, and upon completion, may provide unique advantages to a given civilization, in addition to making its people considerably happier and more supportive of their leadership.)
- Religion Founder (Requires MN 7 or higher. A powerful individual with strong beliefs - or possibly merely a very charismatic personality and an imaginative mind - may decide to act upon founding their own religion based on whatever faith they deem appropriate. The founder can set up their religion's beliefs, significant tenets, philosophy and important celebrations and other such details as they see fit, possibly up to GM's call. The MN represents how popular the religion might be and how important its influence in the user's and their organization's spheres.)
- Unique Military Unit (Requires MN of 8 or higher. A given organization may create its own, specific and unique military unit - provided it has a military force in the first place, of course. Said unit can be pretty much anything the user imagines within their organization's limits in regard to technology or available resources, with GM's approval. Once created, said units may be considered to be available in one's military forces in a significant enough amount to make a difference based on MN.)
- Unique Infrastructure (Requires MN 8 or higher. The organization has created a unique building or facility serving a specific purpose which may provide various advantages to its members who have access to it. It can be pretty much anything from an entertainment facility to a military research lab, including social locations and touristic attractions. GM should be involved in the decision, as to decide what advantages said infrastructure could provide.)
- Deterrence Weaponry (Requires MN of 9 or higher. The organization has access to its known world's latest top level deterrence weaponry available to some measure, making it a desirable ally and feared opponent to other nations/governments. The MN reflects how much access the organization has to the weapon and how much impact it could have were it to use it. The nature of the weaponry depends on what is regarded as such on whatever level the organization exists upon. In the modern, real world, this means a country with active nuclear weapons and effective delivery systems. In Star Wars, the Galactic Empire had the Death Star and various other Superweapons. In One Piece, the threat of a Buster Call made opposition to the World Government rare and inorganized in general. The exact nature of this option is to be discussed with the GM as well, and the specific weapon's capabilities as well. Example: Gilgamesh's most powerful Noble Phantasm, Ea, essentially functions as this. Despite his arsenal of fantastically powerful weapons of countless of other types, it alone is more than enough to make most opponents shudder at the mere thought of opposing the King of Heroes.)
