In what book is the action to modifier rule in? and is the cost the same for all actions or does it vary?

I believe it is in the core book, near the end. An Action made into a Mod is the Cost Level of the Action + 3 Cost Levels. (If the Action already costs, Act# + 5 Cost Levels, then the Mod Vesrion is worth Act# + 8 Cost Levels.) Be careful though, to my knowledge if an Act has a free Ability Bonus, then the Mod Version will NOT Have such as an Option. (General Knowledge/Technology, for example.)

Sorry for the late reply! I think the only place the rule is described is on page 125 of the core book, way at the bottom left-hand corner of the page, under the subheading "To build your own items at start:". It's technically a rule for making equipment, but a lot of people (around here, at least) will sometimes use it to modify generic powers.
