1995; After thirty years of public service, the Justice League has dwindled in number. Hal Jordan and Barry Allen are dead. Aquaman long ago retreated to his own watery kingdom. Green Arrow and Black Canary are retired from the "hero business" and now, finally, the "trinity" of the League, Batman, Superman, and Wonder Woman, are ending the charter and shutting off the lights of the Hall of Justice once and for all. The only dissenting vote belongs to the Martian Manhunter.
The United Nations, however, is not content to see the Justice League end, despite the relative peace of recent years. The call as gone out for heroes willing to be charter members of the new "Justice League International", a U.N. Chartered organization similar in function to the old Justice League, but with a global mandate.

OOC: Okay, so I think most people get the gist here; this is a "Dark Age" game meant to (lovingly) parody 90's "Dark Age" super hero tropes. This does not mean that everyone has to be some kind of grimdark killer (in fact I would prefer a game in which there are some people who grasp the absurdity of the situation), but think along the lines of anti-heroes, giant weapons, and tons of unnecessary pouches... then slather all of that with as much angst as you can, and you're starting to understand the formula. Maybe toss in a dash of over-the-top sexuality.
"Real" DC characters (accordingly altered to match the setting) will receive preference for approval, with "second generation" or "replacement" heroes being most preferred. Wally West (or even Bart Allen), Jon Stewart, Guy Gardener, Kyle Rayner, any of the various Robins (Jason Todd or Damian Wayne would probably be remarkably well-suited to the setting with very little alteration). Common DC "third stringers" (Booster Gold, Blue Beetle, etc) would also be high on the priority acceptance list.
That said, "new" characters are up for consideration, especially (though not necessarily) if they are part of an existing DC Legacy. Perhaps you envision Superboy becoming Superman, but without the original's moral compass, or something to that effect (although the original Superman is not retiring from heroing altogether, so he might take exception to his name being used in that manner...)
I'm not sure on a stone count yet, but it probably won't be huge (50+15 is what I'm thinking about right now).
