I'm working on a version of The Mandarin though it's not my only submission. Not that it's going to be exactly the mainstream marvel version..

I'll make my decisions for this on Sunday. Get me CADs before then, if you haven't already!

Just pick one to recieve the listed discount if they're equal... Or ask DK to use his Re-Tread Transform Self... Which is MUCH better IMO.

RAW, I guess if both forms were equal just choose one as the 'lesser one,' for a Transformer I'd assume that's the Beast/Vehicle form? Just pick one to recieve the listed discount if they're equal... Or ask DK to use his Re-Tread Transform Self... Which is MUCH better IMO.

Where would I find said re-tread? Because paying twice (even if not full cost the second time around) for two forms that are exactly the same seems crippling

If they're exactly mechanically the same, why not just get some kind of version on 'shape shifting' That's the power that covers change in appearance without change in powers or abilities.
On another note, I'm running into a bit of a head scratcher of my own. I want to have some minions, well trained and decently well equipped but otherwise normal humans. Does anyone have any idea how to go about pricing that out? Additionally, pricing on vehicles to go with them. Their main purpose would be background support, damage control, keeping civvies out of the way, occasional supportive fire if we were fighting the mook army, that kind of thing. Any suggestions there?

Any suggestions there? House Ruled Assembled for the Weapons/Vehicles via the Arsenal modifier... Maybe re-tool Summoning for the minnions?

Could just have a high Wealth score and use it to justify the posse? Alternatively, maybe take something like "Duplicate Self" and slap a few -1CL's onto it to show that you aren't actually Duplicating yourself, you're just able to summon forth a bunch of minions to do things. I guess it also depends on what you want to do with them. You could buy a Claws Modifier, for example, and use your Close Combat, but it's actually one of your goons doing the fighting. They aren't characters and they don't do anything on their own; they're essentially just extensions of yourself. You could possibly even justify them as a "Force Blast", allowing you to attack opponents that aren't near you. You could base the power around a Mastery, maybe? Something like: Minion ArmyMinion Attack [Force Blast] +1 CL "Take a Bullet" [Free Force Field] +2 CL (It's +2, right?) "You, go get me that thing! Go hold those guys back!" [Substitute Strength for AN] +1 CL Weaker Away From Source [No Minions] -2 CL Range Bonuses out the Wazoooo + Whatever else you can think of adding that's reasonable for a minions to do? It's kind of lame and cheesy and it would take up one of your two Actions plus your own Energy, but I think that's kind of a fair trade off if you're asking to have the opportunity to basically be anywhere.

Also, you sure this is The Mandarin and not The Monarch?

So who are people pitching for this? I'm still tinkering with an anime CAD, but I have my eye on another and I'm wondering what universes/properties we already have covered? Anyone keeping track?
