I'll allow a cyberdog, but not a full fledged non-sentient dog. Fido the Cyberdog...I can dig it. Yeah... non-sentient characters may seem fun in theory, but in my experience they become boring after a single issue. Need a master to that dog? Or are you an independent pup? Fido'll be your character's companion. Why not?

Yes there is a limit... Fallout is a verse defined more by 50s pulp science fiction rather than superhero comics... so for the most part you will be playing baseline humans with only minor mutations as opposed to superpowered characters.
No energy blasts, no phase shift, no teleporting... You are normal humans (unless you play as another race) with maybe some minor mutations granting you things like increased toughness, or abilities.

Just so you know, guys, This is Switch, my character. Very difficult past which she usually prefers to keep to herself. She's very smart, a whizkid with computers and technology maintenance and repairs. She's mostly good with guns, is more of an agile fighter than a tough or strong one, she thoroughly hates the Legion and slavers, and isn't very much interested in men (it is possible to earn her trust with effort, though). Very loyal to the NCR, she has a playful, flirty nature hiding a more serious, haunted by the past real self.

Could work. Was Fido 'cybernetized' by the NCR? Nah, more like turned into half-machine by the Pre-War scientists in Denver. He served as an exotic guard-pet to a rich family before the bombs fell, but was treated like an object and not a living being (being abused and humiliated several times). In the confusion after the bombs struck, he nonchalantly escaped through a small opening in his family's Vault. He was a vagabond of sorts, until maybe your gal picked him up along the road? If she did, she was with the NCR at the time. Before then, she wasn't on the road, and chances are he would have been killed if he was with her before then (part of her haunted past)... but sure, why not.
