I would say to just take Close Combat and add Range Modifiers to reflect the Line of Sight and one of the "attack against Ability" or some other such to reflect it overpassing defenses. If you want it to be more "voodoo doll"-esque, then also toss in a -1 for needing to get a hold of some hair/skin/blood/whatever.
If you want it to be more magical, then I would suggest making it a part of the Voodoo Action, requiring the player to use both Actions in the turn to use it: one to maintain the "hex" and the other to use the Combat Action. But I'd lean towards the CC + Range + Attack Ability, instead.
