I used to play this game on my PS3 but there is no Storyline. I kind of want a sequel but that looks unlikely.
I'm thinking of merging the ideas between Saints Row 1&2, GTA, and Gotham Imposters to run a table top game. What would be a system for that?

Unisystem with some house rules for the gadgets and weapons? It's very good for a human/low-level superhuman setting. Sounds about right for this, no?

I can't find a good core book for that. I love the unisystem, but the only books I have ever seen are Buffy, Angel, and Zombies. Most of the players in my area hate those things, and presentation is everything when attracting players.
I have been checking another site as well and Gurps comes highly recommended. They claim Gurps has plenty of info on modern weapons and equipment.

That's too bad. They're judging a very good book by its cover even though it is as easily adaptable to other worlds as MURPG.
I heard about GURPS a lot muself but never tried it. Can't recommend or not.
Otherwise, the Hero System seems to me like an amazing, incredibly versatile system with few limitations... but it also looks like the kind of system requiring one's brain to be as effective as a computer for handling data, so I don't know if I would recommend (I know I don't use it for that reason even though I wish I could and I have nearly all the books).

I'm about to try out my first game of Genesys, which is meant to be a generic system (hence the name), I think based a lot on the old Star Wars RPG. It has rules for modern settings, and it's pretty easy to adapt new material for it. Because it has to cover so many genres and settings the rules in the core book are pretty sparse right now, but I'm sure they'll have more official supplements out soon. And as I said, it's pretty easy to imagine homebrew stuff for it once you get a feel for how the rules work.

I like Genesys (or rather, I like the new SW system, I haven't tried Genesys yet, but I have the rules, and they're similar enough that I think I'd probably enjoy it). For your game idea though you might even want something looser still.
Have you considered FATE?

I've considered multiple systems but my familiarity with different systems is limiteds to MURPG, D20 and D10 Unisystem.
I am really looking for something with the most Modern content. Most stuff I have checked out is either Medievil or Sci Fi.
I'm wanting to run the campaign like if Gotham Imposters was a game made by Rockstar, but put it in a tabletop format.
So far, I have been interested in GURPS and Fate

What about this system? It's all online for free and everyone should have access too it. It seems to have plenty of modern equipment too. Plus D6's are allot more available in my area ogc.rpglibrary.org/index.php?title=OpenD6
