NEW MODIFIERS
Spectre: 9
-As a separate Wealth, Resources and custom 'Diplomatic Immunity' modifier representing a Spectre's near immeasurable authority to act in the Galaxy and the resources put at their disposal when necessary. Some Resources-advantages and Diplomatic immunities only usable in worlds/planets/sectors under the jurisdiction of the Citadel Council; the rest is usable anywhere.
-Grants typical advantages of the aforementioned modifiers, plus a 'diplomatic immunity' of a level increasing with MN for various misdeeds a character might have to commit in the pursuit of their missions' success. Spectres are given near-complete freedom in how they complete their assignments, but if a Spectre is discovered as having severely abused his authority, the Council might lower the MN a bit, or strip the Spectre of its title and advantages completely - unless, of course, if the action was inevitable and performed in pursuit of a mission's success. The opposite is also true; if a Spectre performs admirably well, the MN may go up.
-Example MNs required for given transgressions: MN 1 - Minor transgressions, such as speed limits violations, not paying for food, ignoring parking regulations, being in a low security building's restricted area, showing disrespect to a low-rank official. MN 3 - Medium transgressions, such as theft, property damage, assault of a civilian/minor official, being in a moderate security building's restricted area. MN 5 - Major transgressions, such as torture, major property destruction, assault of a high-ranking official, theft of important documents, trespassing in high security restricted areas. MN 7 - Capital offenses, such as murder of civilians or low-rank officials, endangerment of large groups of civilians/officials, destruction of whole cities/properties. MN 9 - Murder of a high-rank official, endangerment of a whole planet, etc.
