For folks still working on builds or thinking of submitting one, please keep the setting in mind. There is like a 99% probability the bad guys will be some random guy who flies and flings metal from his back and maybe like some dude who shoots lasers from his face? If your character can knock them out by looking at them, he is too strong.

Are you running those two stock? I mean... anyone can get the drop on anyone and drop them. Maybe an “ideal” range for what you’d expect in a “NOVA-level” attack and/or an “average not overly taxing” attack for AN?
Flip side, if we aim two weak it’d be difficult to justify how any of the PC’s have evaded capture and/or survived this long at all. Even INFINITE’s and MADRI are pretty badass, so...

22+3 is the soft stone count. I've mentioned that a couple of times.
Travis sent a pitch with a power suite with a max AN of 4, which seemed about right. He has some weak sauce weaknesses (I think that's the term), but given the setting I don't necessarily think they will be so rare as to not affect him ever.
Cyc and Archangel won't be built exactly as they are in the books but close enough that they'll be recognizable. I gave Cyclops a rough AN of 6 in my test builds for his optic blast. Archangel was a little harder to figure out because the flechettes aren't well accounted for, but I penciled in an AN of 5 for some kind of ranged attack. Mag's Mastery I have penciled at an AN of 8, Jean's Telepathy at 7. But those are sort of the high end of the spectrum.
My plan was for characters to start in a Horsemen-run penal colony, to break out early on (with help), and for the bad guys to be more concerned with other problems that hunting these specific people down was not on their to do list. They'll have to worry about random patrols but won't necessarily be hunted. Unless they choose to be. Which would probably not go well. Survival is more about being perceived as too insignificant to notice than about being too dangerous to confront. Apocalyspe went for *those* people first.
