"I don't understand, but maybe it's better for you to explain when we are back on your whatchamacallit police-box."

"Of course. Come on then, let's go", he said, smiling as he led the way back, dragging the man back with surprising ease. "Mind giving me those things you got on him?"

"I would think your hands are already full. How strong are you?" Andy says handing the doctor the remote and the disk. "And what is this stuff?"

"Stronger than some, much weaker than many more", the Doctor said cheerfully. "Strength is good. Knowing when to use it is better. I'm more of a talker than a fighter", he noted as they walked. "The disk is what this fellow was after. It is a datadisk holding extremely sensitive, and dangerous, information", he said, nonchalantly tossing the disc on the ground as they left the line of sight of the main street by moving between an house and the general store.
He then held up the remote-like device. "And this, this is an extremely lethal disintegrator. Excellent for killing enemies and turn them to a small pile of ashes if you're into that. Also, quite amazing for doing this", he said, taking aim at the disk, and firing the device at it. A thin beam of reddish-orange energy hit the disk and essentially vaporized it into metallic dust!
...Just as the TARDIS began manifesting itself feet before them, and a man in his thirties wearing local and period-appropriate clothing, although perhaps too clean to fit in perfectly, walked towards them from a nearby shadow, wearing a leather wrist-strap accessory on his forearm. The Doctor didn't seem surprised to see the man, either.
"I take it you've been successful?" the man asked, as the Doctor did something with the disintegrator device, using some sort of metallic pen-like device emitting some weird buzzing noise.

"Who are you?" Andy asks. Just as the mystery of the disk is explained, now there is a new question needing to be answered.

"Lieutenant Reynolds. I'm a... friend of the Doctor", he said, though his tone strongly implied their relationship to be strictly professional, if that.
"Always so grumpy, Johnny", the Doc said somewhat playfully as he handed the man the disintegrator. "Here you go."
"Where's the disc?" 'Johnny' asked, frowning.
The Doctor gritted his teeth as he breathed in, as though pretending to be apologetic. "I'm afraid it didn't make it. How very, very unfortunate."
"Yeah. Right", the man said, sighing, and massaging his temple in annoyance.
"Anyways! Time's a-wastin'. Metaphorically speaking of course. Give my regards to the Agency. Come on, mister Man, all aboard!" the Doctor said, snapping his fingers - which apparently was all that was needed to open the TARDIS' door for them to step inside, which its quirky owner did, leaving the unconscious criminals to the lieutenant.

"It was a pleasure meeting you Lieutenant Reynolds." Since this is the past, Andy wonders if this is the guy who invents the wrap.
Mr. Man then follows the Doctor to his Tardis. After stepping inside, he snaps his own fingers and checks to see if the door closes behind him.

Somewhat anticlimactically, the door didn't move one bit.
"Ah, no, see, she only does that with me. Or mostly with me anyways. Sometimes she'll do it for someone she knows and trusts, but you two just met. Give it time", the Doctor said, snapping his own fingers again, which did close the door. He immediately began pressing buttons, pushing/pulling levers and activating switches, causing various noises and some shaking, but then he interrupted himself.
"...And now the big question is... do you want me to bring you back right away, I wonder? Back to your time, to your store, to your life as you left it back there, and call it a day? ...Or would you perchance be interested in coming along for the ride?" he said, waving his hands around as he walked around the center console. "...Adventures in Time and Space! Endless possibilities. Go anywhere. Anywhen! See things you never believed possible. Help people! Run away from people. Oh yes, lots of running. Lots of fun, too, if you're into that sort of thing. Believe me... it's quite a ride. But... it's not for everyone. I'd understand if you said no."

"You know... I didn't really do anything. Why did you need me to go chase that guy?"

"So you think", the Doc says, shaking his head. "You know what most people would do in a situation like this? Scream, panic, freeze in place, run away, ask someone else to do what needs to be done instead of them, and so on. You, Mr. Man, manned up. Pun very much intended. You stood up, you stood strong, and you acted. You made a difference, took a stance, played a role. Most people... it's a shame really, but... they actively decide to be mere extras in the movie that is their life. Few and far between are those who take it upon themselves to be the stars of their own show", the Doctor let out enthusiastically.

Andy blushes. "Gee. I um, just want to help people. We are helping right? I didn't just assist you in some kind of crazy time crime, did I?"
Action: 6 in Social Skills (Dealing with Customers) to learn if the service he just provided was right or wrong and generally to know whether he can trust this Doctor person.

"I've told you already, you have helped stop it, that crazy crime time. Yes, yes, we are helping. Why would I waste my energy committing ridiculous crimes when there is so much to see, so much to do?" he asked, waving his arms around as though they could see the universe from there.
As far as Andy could figure out, the man was not lying, or if he was, he gave no sign of dishonesty whatsoever.

"So you say that you can take me back to the store at the moment I left at any time I want, is that correct?" Andy asks. "If that is the case, I would like to see more, if you don't mind my company. Just...you're not going to ask me to do anything like murder baby Hitler, are you? I don't think I have the stomach for something like that."

"That's an oddly specific theoretical scenario", the Doctor said, raising an eyebrow. "But no, I have no plans of asking you to do such a horrible thing. Even if it was absolutely necessary for the survival of all of time and space, it would not be your burden to bear, I promise you. But if you are indeed interested in more, then I very much welcome you, once again, on the TARDIS. Stay as long as you like!" he said cheerfully.
"Tell me... if you could go anywhere, anywhen, at any point and moment in all of the universe and all of history... where and when would you go?" he asked.

"Well, I don't think it would be right to mess with my past. Maybe, the future? Is there some time in the future where we can do good to save the future? Like stop a global pandemic before it happens?"
[OOC: I assume this adventure takes place before 2020, because it started prior to 2020. So Andy Man would know nothing about COVID-19.]
