She stared at the 'woman'.
"Holmes..." she repeated. "An artifical Intelligence humanoid android... I would have been surprised, but after spending weeks with Doom, I have to admit I have some ideas as to how to possibly build my own", she said, thoughtful.
She glanced at her, unsure whether to feel interested, curious, or annoyed.
"You stopped me, then you save me, and then you 'formally' introduce yourself without actually doing so. What do you want from me? Surely you didn't help me and come to meet me just to tell me I'm not 'worthy' of seeing you."

"No... not an A.I. I am literally controlling this robot." She said. "Anyway I came here because I want to play a game." She said. "Cat and mouse if you will." She said. "It's simple. You try to track me down, and in return I won't expose your.. less than savory activities to the world. However there is a catch. I won't be able to be found unless you commit bigger, grander crimes." "The game is simple... You pull a grand caper... I try to stop you, and you in turn have to capture and unmask me without getting caught yourself. Sounds fun does it not?"

"You... actually want me to keep committing crimes and try to find you, while you try to stop me?" she let out, even more surprised. "...How odd. And... interesting, all the same. I will gladly accept your offer, although your reasoning still escapes me. What sort of crimefighter encourages criminals to commit more crimes?"

"Hmhmhmhm. It looks like this is going to be quite fun", Moriarty said, smirking, as she picked up a handful of the dust, letting it fall back between her fingers. "Perhaps this would be a good time to truly test the limits of modern society's so-called civilized status. But first... perhaps it's time for some well-placed investments and business deals", she said to herself, sitting at her desk. 16 in Business to set up business deals in order to both improve my wealth, and gain significant ownership of weaponry, ammunition and other war-based gear, vehicles and equipment, which will serve as the basis for my current 'master plan'. Then I will begin working on new technologies to improve said weaponry, ammunition and other gear and stuff.
i.e: Basically setting the grounds and using an in-game reason to improve my Wealth by 2 and Resources by 2, with 'Unique Technology' and 'Respected status'; the former being for technology she will create for war (likely mecha and powered armors, as well as more advanced weapon/defense/mobility systems), and the latter as she make multiple acquisitions and development in weapon research and development, becoming a worldwide authority on the matter in a matter of weeks.

Professor Moriarty
Sitting at her desk in her office, the professor then moved on to her next plan... namely planning a few terrorist attacks on some key points of America and Europe, and Russia and the Middle-East. Playing her cards right, she would attempt to manipulate both sides into thinking the other did it.
She would light the sparks of war, and would sell weapons to both sides in the process. Or at least that was the plan. She couldn't help but wonder how Holmes would try and stop her. Whether she - or they, actually; truth being, she had no idea who Holmes was, still - even had any idea what she was planning at all. This 'game' was going to be fun. She could feel it. 18 (Ef) in General Knowledge (History & Geography, Tactical lore) +4 from Genius, into figuring out good targets for those attacks I am planning that might piss off both sides sufficiently to initiate the intended responses.

Times Square in America.
The Holocaust Museum in London.
The Russian Multimedia Headquarters in Moscow
and finally a large but relatively isolated American military base in Iraq.

The professor began setting her plan in action using her persuasion skills, her resources and her money. If at all possible, she'd organize the 'terrorist' attacks on each target without any direct involvement on her part to make it easier for her to cover her tracks, making sure to put the emphasis on the necessity for her hirelings to shift the blames to the opposite sides. Am going to spend full 19 stones in General Knowledge, all 16 in Psychiatry (Manipulate others, Mindgames) and 8 in Social Skills (Etiquette, Persuade, Criminal genius) in however many panels necessary, in order to organize four separate terrorists attacks on those targets with as little direct involvement on my part as possible, making sure that the 'right' culprits get blamed, and that the events look convincing enough to light the sparks of war.

Sure enough within two weeks, a bombing, and or mass shooting is performed in each location.
However strangely enough the attacks on Times Square, and the Holocaust Museum are thwarted by Superheroes who just happened to be in the area close enough to intervene before any real damage can be done.
In the case of Moscow the bombing was also thwarted, but at the cost of the life of the current Crimson Dynamo who was fatally wounded muffing the explosion with his armor.
The attack on the Iraqi base is a resounding success however with over 30 soldiers and other personnel killed, and the U.S. doubling down on more troops being deployed in the region.
Which results in several more nations accepting Russian military aid to counter the American buildup... In addition demand for weapons both by Middle Eastern nations, and militant groups has skyrocketed.

The professor considered the results of her machinations.
"Hm... not quite the 3rd World War I was gunning for, I suppose..." she admitted. "And while it would seem my new rival seems to have thwarted my attacks on U.S soil and London... it's still pretty much a business success", she said to herself, before proceeding to take measures to arrange for this new weapons demand to be met by her own businesses. 16 in Business to arrange for my businesses to reap the benefits of this new demand.
