I've only used the original rules when I ran a DCH 3E campaign during senior year of college... it was a bit of a weird romp in the Post-Crisis era, but we had a bunch of fun... though I should've put a hard cap on the amount of disadvantage points.
Your rules seem like an interesting alternative, but I'd probably have to experience them firsthand to get the hang of things. I do get your gripe about the AP levels eventually becoming wide categories rather than contributing to the total... although to me the rule pulls its weight by raising the extent by which you can push your abilities (Your strength of 8 can reach 16 rather than 7 being stuck at 14).

One problem I found (amongst several) when playing a long term campaign (or at least using the rules for years - we started to use DC Heroes 3e in 2011 and switched completely in 2013 or 14, then started house ruling about five years ago I think) was that the players were more bothered about getting through the adventures so hung onto Hero Points rather than using them to improve stuff. After all, if you had 13 Dex there's not much point in spending the points to get 14 or 15 other than to improve initiative because they are in the same column. There is an optional rule (I think) where the higher AP value gets an adjustment to the target number by 1 but using each AP as its own value/column gets out of this completely.
Also I wanted to make sure Effect Value minus Resistance Value meant that you MUST overcome the resistance value by 1 point or more to get an RAP.
I need to keep working at the House Rules. Currently considering a Perception Skill which gives extra dice when rolling your Perception checks. Also under consideration - in a combat round you need to split your Dex between AV and OV or buying AV and OV separately so the Thing for example (and other bricks) have a high AV (like a Fighting Stat in Marvel Super Heroes) but lower OV so they get a lot of hits in on them. Skin Armour would also need a look - it's terrible value for money and may work better by reducing damage RAPs from certain attacks.
Energy Blasts are too cheap. I'm considering a Factor Cost 3 for AV, 3FC for Effect and 3FC for range. That doesn't mean a FC of 9 but it could mean a character has:
Energy Blast 8/12/4 which is AV8 EV12 Range 4 (and I apply a range modifier in APs to an Opposing Value so it counts) instead of FC3 with a single value for Action/Effect/Range which is far too cheap and a starting character could easily apply limitations to that to get a 20AP Magic blast or Energy Blast, for example.
When I get a chance I want to go through every power and skill and/or possibly use the OGL stuff from Mutants and Masterminds to slim down the powers list. After all it doesn't matter if a Blast is Energy, Laser Beams, Flame Project, Magic Blast, Mental Blast, Mind Blast and so on. You can list it as Blast then have a list of different effects all under one power description.
That's in the planning stage, still. Time as usual, is the eternal infernal enemy!

Just to be clear, I lose karma for damaging and destroying Murderworld right? So from a Metagamer's perspective its a bad idea for me to just smash my way through the walls to make my own path?

In this case, the heroes will not lose Karma if Murderworld is damaged. So feel free to punch a wall, but let me know which one.

Can the windows be opened from the outside? I'd imagine that with two flyers, and a guy who can stretch that high from the ground, it's not outside the realm of possibility.

Yes, Johnny Storm would have made that necessary. Normally the windows would open for you automatically, but that isn't happening now. There isn't a manual way to unlock them from the outside though. So you'll have to break your way in to enter via a window.

Facebook used to be a consistent place where I could host my images and link to them. They now change the URL too often. Does anyone have a suggestion for a free place where I can upload my images for the game that will maintain the link?
