This is intended for any power with an Area Effect, to represent such abilities that reduce in effectiveness the further a target it from the "epicenter" of the Area Effect.
Diminishing Area Effect (-1 to Cost Level): Reduce effect by 1 stone per Area increment beyond 1 (as per the Area row of the D&R Chart). For example, for a 6-stone area effect, targets within 5 feet (Area: 1) are affected with 6 stones, those from 5 to 10 feet (Area: 2) are affected with 5 stones, those from 10 to 25 feet away are affected with 4 stones, and so on to the edge of the area effect.
I think the system is sound. Its the cost I'm unsure about. If memory serves (I don't have my books in front of me), the Area Effect Advantage is a +3 to Cost Level. So I'm trying to make sure this Disadvantage can't counteract that increase too much.

Personally, I think that's how an area effect should be, at least usually. The -1 cost for it actually sounds about right. I can't think of any characters right offhand who I'd like to build with this, but I think I'll make a note it for later.
