Special Ability[/size] Cost = See below
Select one ability. You can use that ability without using stones, up to the modifier. After that, you must expend stones, which are not decreased. You still need to use one of your two actions to use this ability, and it doesn't apply to ability bonuses to actions like Close Combat.
Cost: Modifier Number 1: MN+1 white stone MN 2: MN+2 white stones MN 3: MN+3 white stones MN 4: MN+6 white stones MN 5: MN+9 white stones MN 6+: MN+3 cost levels an additional (+2) cost levels if using intelligence-based energy and purchasing for intelligence. (+3) cost levels if you're using the Half-Fey Blood "challenge," or purchasing for durability.
Special: (+3) to "combine with" your relevant ability, thus providing free stones above and beyond your current ability value.
Commentary: Good for characters who have limited energy but still wish to perform feats of strength, speed, or agility.

i think this should cost a little more. the way it is it's easy for a character to do 2 actions without "paying" energy for it. a DUR 3 character may, let's say, run with the Special Ability Modifier for his SPD and shoot with a gun allocating 3 stones for his ranged combat and so on... it opens ways for some really overpowered characters.

I think that's exactly the point. Certain characters shouldn't have superhuman durability or genius-level intelligence but need energy to, y'know, lift heavy objects, jump around, or run fast. This is trying to make a character with a 3 or less Durability but able to throw around stones for Strength, Speed, or Agility (which I primarily designed the power around.) And most of the abilities worth getting this for would be in the 6+ range anyway. Also, just so you get some sense of precidence, I based it off the equipment rules from the Guide to Hulk and the Avengers. But, thank you for your comments. Sorry I didn't respond to this right away, I didn't notice the response.

okay, i didn't realized that the point here was low energy character... but i think that high energy charaters can become really powerful with this one. it's a great modifier, but maybe (maybe), too powerful.
