Hyper-Speed
Type: Modifier Cost: 5
Effect:
+ Allows Speedsters to create the Cyclone Effect Described in books + Allows Player to Re-Allocate the stones from Speed, and re-Use them[in Other Action or the Cyclone Effect mentioned Above] + Allows Player to perform Additional # of Actions [1/2 of SPD] per Panel + Initiative Becomes SPD Based[Instead of AGI]

Seems a bit cheap.
The 2 action limit is well, a huge limitation. Being able to surpass that should be pretty expensive imo. Maybe if it was 1/3 or even 1/4 speed, rounded down. That way any Speedster will at least get 1 more action, and a REAL speedstar will get 2. The argument of doing more will cost more stones doesn't apply, as often being able to put 1-2 stones here or there can create huge advantages, especially if multiple modifiers start coming into play.
Maybe if that was changed, the cost would seem a bit more inline, imo.

Look it at this way-> * Powered Armor have number of actions equal to S.I. at no extra cost. * Although it's not said in the Books, It's generally assumed that A.I. grants same benefit. again no extra cost. * Prescience is far more useful and only costs 6 stones. NOTE: 1. As the Modifier Stands, it's gone through 4 different Gm's and Game Groups with no complains. 2. Any costs in the books are subject to GM's Decisions, as are most aspects of the game. V.

To me, it seems kind of useless to have all these in one modifier. All the things there (with the exception of the extra actions per panel) can be purchased through different modifiers. Putting them all together really doesn't do anything but lessen prices. It just seems to be a bit redundant, is all.
A modifier for extra actions in a panel could be interesting, though. Int, Spd, or Ag + 3=CL? Then you get a number of extra actions per panel equal to 1/4 of whichever ability used to base the modifier.

I agree with Brainstem's suggestion of the cost being based off Speed. Cost Level = Speed + 2 or something? And I wouldn't use Powered Armor as an example, I think most people agree that it is generally incredibly overpowered/too cheap
