This was inspired by Xavier's Bullet Time chacter and it's Mastery fo Time.
Mastery of Time
[Temporis or Temporakinesis]
One of the rarest, and certainly most mysterious Masteries, temporakinesis gives its wielder the ability to manipulate time itself. The master develops an awareness of time's true nature, and gains the precise internal clock essential for performing the more complex powers. A temporakinetic always knows the current time and can clock events to within a fraction of a second. This internal clock runs according to the Master's perception of time and can be adjusted effortlessly to take into account differences in time zones; in fact, the Master knows the exact local time of every place he has ever been. Distortions in the fabric of time can also be sensed, whether caused by natural phenomena, or by other powers The Master is also able to guess the exact age of anything or anyone he encounters to within a few days and also whether or not it has been altered affected or otherwise subjected to any form of temporal effect.
Options
• Immune to temporal effects (+1 to Cost Level)
• May buy Speed at -1 to Cost Level
• May buy Reflexive Dodge at -1 to Cost Level
• Prescience (+1 to Cost Level): Mastery of Time may be used after stones are revealed.
• Ripple Shield (+2 to Cost Level): Generate a protective shield that is actually a localized barrier of highly compressed time and anything entering it is slowed to less than 10% of it's original velocity; by the time it leaves the barrier, it has lost most of it's energy. Works as a standard force field, but physical attacks get lodged in the shield.
• Temporal Wave (+1 to Cost Level): This blast of temporal energy can be used for two effects. If the stones of mental defense is overcome, stones cause damage like any other attack or freeze the victim in place for as many panels as red stones of damage. This power has a Range of 4.
• Distort Time (+2 to Cost Level): Generating a field of slow or fast time causing localized distortions that let people or objects move or react at different rate to the normal world. The GM can work of various effect with this; for example, Slowing time gives the Master more time to think about the situation, see incoming attacks (and avoid them) or aim accurately a weapon. Speeding time is more a matter of coordination and permits the user to have a good timing between her actions and the environment. For example, if she need to jump over a bridge, she can accelerate time in order set an incoming truck at the good place (it should be too late otherwise). When uses on living subject if the stones of mental defense is overcome, the subject is reduced to one action per panel for slow or three actions per panel for fast time for as many panels as red stones of damage. This power has a Range of 4 and areas effect.
• Sidestep time (+2 to Cost Level): The Master is able to actually step outside the normal flow of time almost completely and actually move around freely. To him it appears as if everything is frozen in place and is completely silent (time is actually moving but only very slowly, perhaps only a thousandth it's normal rate). While this power is in use, the Master is actually partially translated into the subquantum universe (although he feels perfectly normal) and as such he doesn't need to breathe or otherwise sustain bodily functions but is unable to use any actions other than to end this effect. Anything the Master touches can be brought outside of time with him and manipulated normally (such as opening doors or picking up an object) but it rejoins the normal flow of time when it is released or thrown and is once again "frozen" in place. Each stone put into this action allows the user to Sidestep Time for one panel, those stone are all locked into this power until ti has expired.
