An Ability can potentially be at number 0 (though this seldom makes for an enjoyable character). This rule exists to represent particularly weak NPCs (such as Aunt May), and to provide a new low point for characters whose Abilities are temporarily reduced in play. You can never spend stones in such an Ability. Following are examples of what an Ability Number 0 would mean.
Intelligence: Mentally deficient or childlike. Strength: Weak, cannot lift own body weight. Agility: Clumsy, constantly breaking things. Speed: Slow, cannot attain even 5 mph. Durability: Frail, has no white stones of Health, only two red stones. Has 1 red stone of Energy unless using the Intelligence-Energy Rule (highly recommended).

One of my players had the same idea. He plays a character who is so dependent on his TK and Mastery powers that his body has atrophied into uselesness. It's a good thing that the poor sucker can fly and uses the Intelligence Energy option, 'cuz he has zeros in Strength, Agility, Speed, AND Durability! He's a fun, challenging character to play, and MAN were his Ability costs low!

Wow! So, he's physically about as useful as a wet noodle. Just out of curiosity, how did you handle Health and Energy for Durability 0?

One of my mastery guys does this, with a homade mastery of desity. It worked kinda like Phiweapon, but for stats, but at a cost. He could become imovable, stuperstrong, supertough and ulta durable, but the more he got slower he got, to a point where if he maxed out of the strength end, he had a 0 speed, and was considered imovable, even to minself. So whereever he was standing, he was stuck there until he lowed his density and got weaker.
It also had the reverse side of the coin, where he could be super fast, dodgey, and agile, and the ability to phase there objects, but once he gets to fast, his molocules spread to far and he is unable to control his phaseing, and has a stregth of 0, so He is cant physically hold anything that wasnt touching him when he phased.
After some minimal testing, it worked pretty well. nothing was funnier then seeing a guy how was incredibly strong and hard to hurt, but if you stood out of his range he would just swing but his feet would stick there

Just out of curiosity, how did you handle Health and Energy for Durability 0? Acually, having looked at the character's sheet again, I find that he has a Durability of 1. Most likely I felt sorry for the poor SOB despite his earth-shattering Powers. If I had it to do over again, though, I'd use your system and give him 0 Durability. As for Energy, hell yes he uses Intelligence!!! I did have some trouble figuring out how to give him enough Energy to use all of his "semi-phenomenal, nearly-cosmic power" (since he's no Genius at 3 Int). I finally had to settle for giving him some free Stones every Panel, usable only with his one big power: an AN of 5 with 5 freebies, instead of AN 10. I used Force Field and Phoenix Force for comparison. His friggin' Mastery ended up costing AN+9!
