I based this modifier off of Targeting. It is intended as a solution to the energy problems for characers with high Action Numbers and low energy.
Over-Powered Modifier Cost level = Modifier Number +3 Levels Choose one of the character's superpower Actions, this modifier is added to any stones placed into that Action. The stones added from this modifier may not be shifted into defense and do not allow more stones to be put into an action than the Action Number. The free stones from this modifier must be played if any stones are placed in the selected Action. If the player wishes a lesser effect they must allocate a stone from the Action for every stone of the modifier they would like to counter. The maximum modifier number that may be purchased is equal to one-half the modified Action Number (round down).
Unfortunately I myself see a problem with this modifier. It works very well to beef up characters like Havok (High AN low energy), for which it is intended, but it could be abusive if given to character who already have plenty of energy. Of course these characters can already take Claws and Targeting so maybe this modifier isn't really making the problem any worse.
Let me know if you like this or if you see where problems could arise.

It may seem overpowered for its cost but since it is limited to one Action,only gives free stones to use with said Action but cannot allow it to exceed its normal AN limit,and you have to use the free stones unless you spend your own Energy to counter it then it all balances out with other Modifiers.Although if someone were to apply this to a Mastery or similar Action I could see bumping the Cost Level to MN+4 or +5 for things like Lifesaving and Power Cosmic.

Well the way I look at it, you already have to pay extra for the more expensive Action (mastery, power cosmic, etc.) so I don't want to add the complexity of trying to list certain actions as being more expensive than others for this modifier. After all targeting doesn't cost more if you have a 10 AN, 2x damage Force Blast instead of just Ranged Combat.

You're correct,I keep trying to make special rules for new Modifiers like this that make them more expensive based upon what the character is already able to do.Sorry about that.

bravo! excellent work on this modifier. its cost is quite accurate for what it is made to do, and the fact stones still cant go higher than its partner action makes it perfect. my friend and i have found many of our characters having great actions but not being able to use them to their full potential for this exact reason. once again, bravo!
