Yes, another anime-inspired item. I'm sure this one could cause some controver... er, discussion though. ;D

POWER RESTRAINT

Description
An invisible, intangible force acting on your person, this Modifier has two primary effects: First, it cuts your Action Numbers and Modifier Numbers in half, rounded down (yes, even if that means to 0). Second, it eats some of your Lines of Experience... every 3rd LOE you earn is "spent" on resisting the Restraint, and forever unavailable for any real use. There's also a secondary effect: Any Healing Factors are reduced by one step (if you have a normal one, you lose it entirely.) Oh, and it may reduce your Abilities by -1.
Now, why in the world would anyone want a "power" like this? What's the advantage of deliberately hindering yourself? Namely, training. Sure, wearing a Power Restraint may be a pain, but boy will the advantages become obvious when you remove the thing (via speaking a key word, or performing a specific act like drinking a certain potion. You choose the "key" to the Restraint at purchase.)
Upon use of the "key" (which takes a Panel), the Restraint is permanently removed. At that point, your Action Numbers and Modifier Numbers double, you regain any Healing Factors at full, and if your Abilities had been lowered by -1, they are increased by +1. In addition, you get a free "flourish" when the Restraint is removed--a brief light show, a slight tremor, darkened skies, a puff of smoke, etc. This is also chosen when the Modifier is purchased, and shouldn't be able to cause damage.
Now, the advantage of the Restraint should be clear... it accelerates your character's growth, and actually provides a 33% boost to the LOEs earned while wearing it--you just don't "cash in" until the Restraint comes off. It also allows you to add +1 to your Abilities, above the limit of 3, if desired.
The cost of the Power Restraint is the total stones of all options.

This can really make for a dramatic moment, even without the boost to experience. It cannot be purchased as an item instead of as a "power", unless it is destroyed or rendered forever useless once the key is used.
If you purchase this, you'll probably want to wear it for quite a while to maximize it's benefit... exactly how long is up to you. Note that if you have house rules that alter how quickly you gain experience, modifying the rate of loss may be necessary--for example, if each LOE is used as 1 red creation stone toward raising your stats, it may be necessary to make each LOE be 1/3 of a red stone to balance things out.

Yusuke has been fighting a critical battle, but needs a little push to win it. He speaks the code word, and removes his Power Restraint. A brief light show surrounds him, and he suddenly finds his physical Abilities, fighting skills, and "spirit energy" skills doubled. With this sudden surge of power, he begins to quickly pulverize his opponent.
Lightwave has a psychological Power Restraint that keeps her from using her energy powers to the max. It's rooted in the fact that she hurt a close friend early in life while using her powers, and she's never forgiven herself for it. She and her team have just been thrown into a room that's slowly being filled with poisonous gas. No one is strong enough to break open the door. Lightwave's player had told the GM that he wanted her to use her key in this mission, and, resigned to death, Lightwave pulls out an unopened letter she received earlier today. Upon reading it, she breaks down in tears... it's her friend, the one she had hurt, with a letter of encouragement and forgiveness. Composing herself, Lightwave feels a new surge of energy as her psychological barrier falls. She then blows away the door that just minutes before had seemed immovable, and the team flees to safety.

- 3 white stones to affect energy-based Actions and Modifiers (includes Telekinesis, Telepathy, Force Blasts, Masteries, Energy Defense, Metamorphosis, Mutant Healing, Suppress Mutant Powers, etc.; does not include Unstoppable, winged Flight, Growth, Targeting, Psycho-Centric Power Template, etc.)
- 3 white stones to affect mental Actions and Modifiers (includes Concentration, Gen. Knowledge, Genetic Engineering, Animal Training, Mental Defense, Business Skills, Black Ops, Inventing, Medical Healing, Gambling, Social Skills, Enhanced Vision, Animal Senses, Sense Mutants, Sonar Sense, Hunting/Tracking, Astral Travel, Leadership, etc.; does not include Telepathy, Telekinesis, Create Illusions, etc.)

You gain 1 white stone of health upon removal (along with 3 extra stones in your energy pool if you have standard Durability-based energy.)
- 1 white stone to reduce Intelligence by -1. You may increase your Intelligence by +1, to a max of 3, by applying LOEs while wearing the Restraint. If you have Intelligence-based energy, you gain 2 red stones into your energy pool upon removal.
- 1 white stone to have the Restraint not affect your Healing Factor while worn.
