Finally, a new Disadvantage. This one has been alluded to a few times before, but I think it can warrant being a full-blown disadvantage on its own.
INVOCATION REQUIRED Decrease = -1 to Cost Level
Description Your power requires you to peform some very specific act each time you want to use it. This can be as simple as folding your hands together into a certain symbolic form, or speaking a key word or phrase (anything from "Kamehameha" to "Hadoken".)
Other possibilities include acts such as glancing at something red, jumping up and down twice, taking a swig of rum (before unleasing a fireball from your mouth?), etc. GM discretion may be necessary with some of these, at purchase and/or during gameplay, to avoid abuse (like redefining rust, "red" grapes, etc. as being truly red in color.)
The point of the restriction is that it grants the GM more opportunities to cut-off your power for plot points; sometimes it'll even deny access to your power just due to the normal course of events. A simple pair of handcuffs or a gag might be all it takes to render you powerless. GMs may want to add an additional -1 discount for more passive, hindering requirements (like having to hear a complete stranger say an uncommon key word, like "overkill", before you can use your Force Blast.)
Comments A simple restriction that's totally in character for a lot of heroes (and villains.) Again taking its cues from anime and other animated arenas, it's still simple and universal enough that anyone can make use of it. Just expect occasional problems from it.

Nice, Wayne. This is something that I think was in the back of many a MURPG player's mind, but never really put into words. Good job.
