Ok, I made darkforce so this one was the next logical step. Great for fans of the Green Lantern.
Mastery of Light
Effects: Can create light, Area attack: vs. durability to blind/immobilize. If damage occurs duration = 1 panel/stone of damage. Eye protection and reflexive dodge add to defense, toughness and other forms of physical protection do not.
Options: +1 cost – Immunity to the effects of light based attacks. +1 cost – To absorb light based attacks +1 cost – Can transform into element, provides the ability to “hover” at normal walking speed +1 cost – Create/Manipulate light to number of stones spent. Wall of solid light that blocks 1 stone/stone spent. Duration of 1 stone/panel. May spend extra stones for subtlety, effects, accuracy, ect. +1 cost – Light Force Blast, Normal Damage, can also be used over time for heating effects on non-living materials (i.e. welding, heat water, ect.) +2 cost – Accumulate energies over time for major effect. Stunned afterwards for a panel.
Action/Modifier Discounts: -1 cost – Flight or other movement related to mastery. -1 cost – Create Illusions -1 cost – Invisibility (can bend light around them)

I read one mastery section somewhere that allowed you to add other actions/modifiers to your mastery and another that gave discounts to others like movement powers --- which beyond GM preference is allowed and either way what are the game mechanics?!

I don't think you are gona get and answer from gloom anytime soon.. This have been dead since 2004...
But not sure what you asked, but yea, Masteries give a discount to a movement action.. But I don't recall any section of the guide which mentions adding Actions/Modifiers to you're Mastery..
But what game mechanics are you asking about?

Sorry, I read in the Spider Man guide that cloak & dagger got actions modifiers at reduce cost for him energy absortion/reflection and for her drain energy if I'm correct!!
