Effects:
Sense Energy Patterns (like Enhanced Vision: Energy Patterns, restriction to technology characters lifted, AN = Mod. to sense invisible) Power Surge: Can create an electrical surge that can provide power to machines and even jump start vehicles. Simple tasks (jumpstart car, run a toaster) are simple enough to only cost one stone but the GM can add modifiers for more complex tasks. Range is touch without additional cost, can be extended by adding stones according to the D&R chart.
Options: +1 CL Immune to Electrical Attacks +1 CL Can transform into Electrical Energy +1 CL Create barriers: Blocks 1 stone/stone used. Durration is 1stone/panel +1 CL Absorb same element attacks +1 CL Force Blast of electricity - May damage or stun (vs. durability. Duration = 1 panel/stone of damage. Base Range 4.) +1 CL if Force Blast can have area effect (Stun only). Attacker and targets must all be grounded. Spend stones for area as per the D&R chart. +2 CL Accumulate energies over time for major effect. Stunned afterwards for a panel. +2 CL Manipulate Electrical Devices. Tech Level is limited by Intelligence and appropriate abilities (technology, computers, ect/GM discretion). Base range is 4, can spend stones to increase range as per the D&R chart. Can combine with other actions involving machines (I.E. Vehicle Operation)
Power discounts: Flight or movement related to electricity at -1 CL Charge Objects at -1 CL Biocomputing at -1 CL

as a big fan of mastery of electricity i like your write up. (plus it give me my 50th post woohoo!)
not sure the mastery warrants the cost levels to be lowered for the biocomputing, but i am picking on things like that.
the charge objects would have to be eletrical element only, maybe with the disadvantage of eletrical conducters/devices only? just an idea

About the discount for charge objects: actually I did add that with the thought of it being electrical energy. I don't think the power is absolutely particular. Perhaps limiting the power to items that are reasonably conductable is a good point. Could be something that the GM can use sit mods on a point by point bases.
As far as biocomputer I reasoned that the mind works on electrical impulses so the thought was that a master of electricity would be more likely to find this power compatable, that's why it's not a part of the mastery but just something that could be enhanced by it. Thanks though for the comments. It's always appreciated.

the fact on how the brain works (electrical imulse) did cross my mind for the cost difference, and after reconsidering it, it seems more reasonable than before. once again, awesome write up

I often encounter characters with joint NEW? Masteries --- Air && Weather, Sound && Light, Gravity && Magnatism --- how much if allowed should joining 2 elements cost?

If you're joining two elements, you have to pay for each as individual Actions.

If you're joining two elements, you have to pay for each as individual Actions. ADDENDUM: And combine the Action Boxes. So, for example, let's say you want a Mastery of Sound and Light at AN 6. Mastery of Sound 6 (Create/Manipulate, Force Blast, Immune to Effects) and Mastery of Light 6 (Create/Manipulate, Force Blast, Immune to Effects) That would be...24 white stones. You could represent the action box something like... Mastery of Sound and Light 6 (Create/Manipulate Elements, Force Blast [your GM could describe it accordingly,] Immune to Effects)

Right, but I don't know how much I would recommend combining for Masteries. If you mash them together, you'll end up losing Options that don't overlap, causing it to be kind of a silly process. When you keep them as two different Actions, you can make them very distinct from one another while still keeping the same concept.
