Here's a simple ability that I created usind Psi-Weapon as a template. It's an idea I came up a while ago for a character.
Create Weapon
Cost: AN + 4
The character with this ability can create weapons out of thin air. Where they come from is up to the player to determine (converted air molecules, phychic energy, whatever). These weapons only exist as long as they remain in physical contact. If the weapon is dropped, knocked out the hands, ect it instantly dissipates. This weapon combines with combat abilities like any other weapon. It gets the normal weapon modifier as listed in the book. For exotic weapons the GM may determine what that modifier is. Both close and ranged combat weapons can be created. As long as weapon exists it has unlimited ammo (ammo is created spontanously). It takes one panel to conjure up the weapon but it can be dismissed at anytime.
Limits: There are three limits. First of all a characters Technology or General Knowledge actions determine the maximum tech level of items that can be created. (example: Gee Eye Joe has a tech level of 3, he probably can't create energy guns) The GM has final say when it comes to what tech level a gun is at. The second limit is the Create Weapon AN. The character cannot make any weapon that has a weapon modifier that exceeds the AN. (Gee Eye Joe has Create Weapon of 2, he can't make anything more power full than a Katana/Hunting Rifle) The final limit is that only hand held weapons can be made. You could make a rocket launcher but not a tank.

-1 to cost if only one catagory (Close or Ranged) can be created.
