new action: quick attack cost level = action # +2
acts like close combat, but whoever uses this action does this action first regardless of their ability for order of actions.
RULES: it is the only action that can be done for that panel
never improve by lines unless option taken
ability bonus or weapon modifier
OPTIONS: +2 if you want to improve it by lines + 4 for added ability bonus or weapon modifier

Interesting idea. I think I'd rather see something like this as an Advantage that could be applied to any given Action, not just Close Combat.

quick attack turned into modifier...
quick action: cost = +2 to cost level of action u want to apply this to
this allows your character to do the chosen action at the start of any panel, ignoring order of action via ability. the draw back is its the only action that you can do for that panel when you use it as quick action. the action you pair this with does not always have be done using this modifier.
with this modifier, i feel it is fair to give the action it is paired with a +4 for added ability bonus, as opposed to the usual +5
hope this actually makes some sense, my brain is kinda dead right now, long day

It is a little over powered, try Modifiying Quick Draw and Have it Add it Initiative instead. Mr. Always Goes FIRST has a tendency to aggravate GM's

as with all mods it can easily be abused. however my idea was the make it so characters with low agility/speed could have the ability to go before the faster characters.
my thinking was this, say a hero with low agility and speed is wicked with his force blast and is very effecient with its use, just because he is physically slow and not agile doesnt mean he would be slow to fire his force blast. hope that clears up what my original thinking was behind this modifier

From a players point of view i can see the useful ness and the reasoning. The only problem that i woul dhave with it, is that it would be a snap attack.. not a whenever they feel thing. The character maybe quick to act skillfully with his force blast or telepathy or what-have-you but i would think it would be only during the first page of combat.
