For the player with no more than a passing idea of what type of character they want to play...
Powers In Flux
Cost: Any
Description: The Player sets aside any number of stones (red or white), which are applied at GM discresion, to the acquisition of new Actions. For every three White Character Generation stones placed into this pool, one White Character Generation stone will be given for free. These stones will be applied in play depending on how the player uses the Actions the PC has. These stones will be used for Super Powered Actions only, though the Player may purchase other Super Powered Actions at will. This Modifier also grants the Challenge of "Unknown Powers" which roughly translates to, the PC's Actions have not been stable, he never knows when a new Power will develop, and all the bagage that comes with that.
Example: Static (Mastery of Atomic Vibration) has been using his power to "cause the very atoms of the air to vibrate, thus throwing his voice" over the course of the last 5 sessions, and has 4 White Character Creation Stones stored in the PIF Pool (having placed 3 White in at character creation, which granted one additional White Stone). The GM decides that since this is so much a part of how the Character is being played, the character should have Ventriloquism, and based on how much it has been used, decides to buy it at an AN of 5 for 2 White Character Creation Stones, leaving the pool at 2.
What do you think? Basically the player is giving the GM controll over the direction his character's powers will manifest.
EDIT: Italicized the sections that changed, and added in an example for clarities sake.
