While this Modifier was certainly written in the spirit of the Blob, the game mechanics are just as questionable as Blob’s power. To satisfy my sensibilities, I just had to rewrite this one to.
IMMOVABILITY Cost Level = Modifier Number
Description Once you plant your feet, there’s no moving you…at least not without a forklift (and maybe not even with that). This Modifier grants free stones equal to its Modifier Number to resist being physically moved, for as long as you’re conscious.
Comments Not the most potent power in the old arsenal, but its cheap cost makes it a worthwhile investment for characters with high Durability.
Rule for Modifier Box: • Immovability: +X stones to resist being moved until/unless knocked out

aaah... Much better.... So basicly a person/thing must make a strength attack to "uproot" the character vs MN#... very good.... Blob must have his around 10 or so

So basicly a person/thing must make a strength attack to "uproot" the character vs MN# Strength, or whatever Action they can muster to try to move the immovable. But it wouldn't be just against the Modifier Number. It would be against whatever the character would normally resist with, plus free stones equal to the MN. Given the low cost, its likely that anyone investing in this power will have a decent MN, so it tends to maintain the flavor of the original Modifier, but removes the absoluteness. Sounds reasonable.

I've been thinking over this, and it seems like a good power and cost. I think it should be an Action though, but treated like Invisibility. 2 stones to 'activate' and 1 stone per panel to maintain. This is more in-line with the Blob 'setting' himself, and holding. And since it should stack with what they'd normally use (Strength or Durability), it should have an Ability Modifier that adds to resistance (but doesn't require energy expenditure). So, when Blob sets himself, he can have Immovable at a low rank because he uses his weight (Durability) to get more resistance.
Anyhows, just a thought. I have a problem with a Modifier that isn't "always on" sort of deal. And I don't think this should always be on.

I'm a bit iffy about making it an Action. I see your thinking, and its sound. But I'm not sure I agree. Modifiers are not "always on." They simply activate automatically when the situation warrants it. Reflexive Dodge doesn't always put free stones in Defense. It grants free stones to Defense against particular types of attacks. Same with Toughness, Mental Defense, Energy Defense, Claws, etc. This is no different. In fact, its very much the same as most defensive Modifiers. It simply activates when an effort is made to move you against your will. Both Strength and Durability can easily be used to "set" oneself. This would stack on top of those.
I've never personally seen Blob thrown off balance, whether he was planting himself or not. His power seems to be pretty much at will, not something that requires effort. To me, that screams Modifier.
