This is a campaign idea, where the players can either play agents of the Continuation Project, or else mutants hunted by the agency.
The Human Continuation Project
The Continuation Project was developed in response to the increasing numbers of mutants and various acts of terrorism or violent incidents with said mutants. Unlike the various Sentinel projects the Continuation project emphasizes keeping all control and actions in the hands of humans, not robots or other superpowered beings. The Continuation Project has a singular goal, which is to ensure the survival of the human species, in response to three major threats from mutatation:
1) Mass Destruction
Obviously, mutants are being born with the power to create atomic halocausts, generate plagues, fling meteors upon the planet, etc. This is the most obvious threat.
2) Infiltration
Mutants may mind control, or else doppelgang high level officials. This is a threat just as high on the scale, although less known to the public.
3) Genetic Breakdown
With the increase in mutations, it may be anywhere from 3 generations to a couple of centuries, but there is a definite possibility that the entire human race will splinter either into seperate genetic lines, or be completely unable to reproduce at all. With this long term threat, the goal is to find out a way to maintain the genetic stability of the human race and prevent or reverse mutations.
Methodology
The Continuation Project concentrates on 2 methods towards dealing with these threats. First, research into genetics, ecosystems, and planning for quarantines if necessary to keep pure stock humans alive. Second, for the immediate threat, teams are trained and equipped to capture, neutralize or kill mutants who prove to be "threats to national security".
This makes the Continuation Project different than the "stereotypical anti-mutant group", in that they're not concerned with small fry mutants, or all mutants, but rather those that either can damage the ecosystem or society, or infiltrate the government at a high level.
While some of the folks working for this group harbor anti-mutant sentiments, overall, the project is free of most emotionalism, instead taking a very scientific view in regards to the research, and seeking solutions to simply ensure that humanity survives as a species, more than killing mutants. The operational side takes a police view, that is, they're simply doing what needs to be done, nothing more, nothing less.
The Divisions
Agents for the Continuation Project come from one of three operational divisions, Armor, Human Augmentation, or Horizon Division.
Armor Division
Powered armor, and agents trained in its use. You also find specialized vehicles, such as high tech helicopters or tanks employed by this division.
Human Augmentation
Strictly cybernetics. Nothing that can alter the genetic structure of the agents.
Horizons Division
Uses "paranormal" studies, such as meditation, biofeedback, trained psychic powers, martial arts, etc. Basically anything that can be "trained" that pushes the limits of human ability.
Using the Continuation Project in your game:
As Agents
If the players play as Agents, they are basically concerned with the survival of the human race. For folks familiar with WW's Abberant or Trinity, or the anime/manga Akira, you've got a good idea of what these Agents are trying to save the world from.
The Continuation Project is well funded, black ops, everyone is highly motivated, and there's not a lot of backstabbing, betrayal and all that going on(Gee, it's only the human race at stake...). Everyone is psychologically checked up at least once a month, and blood tests to check for mutations happen once a week. The agency has the best in human intelligence networks, so you won't find folks accidentally hunting down non-threats like Jubilee. Most likely you start with typical supervillains, such as Toad, Juggernaut, etc. and then have the Agents try their damnedest to stop people like Magneto or Apocalypse(naturally, this is a losing battle...).
It's going to be all about teamwork, ingenuity and a desperate battle against folks way more powerful than you.
As Mutants
In all likelyhood, the players won't be playing "mass destruction level threat" mutants, so the Project won't be coming after them for that. The only way the players are likely to interact with them is if they appear to have connections with a larger mutant group(possibly a conspiracy in the eyes of the govt.), or else have some form of unique genetic material that they MUST study. Of course, if the players start enough trouble, cause enough damage, or appear to be villains in their own right, they might find a strike team after them as well!
The Human Continuation Project vs. the Sentinel Project
The Continuation Project looks at the Sentinel Projects as short term, simplistic, and, well, ineffective. The Sentinel projects do nothing to look into WHY so many mutations are cropping up, nor how to prevent or stop them, and also has not produced sufficiently acceptable and effective robots to date. Not to mention the few times the Sentinels have malfunctioned or gotten out of control.
Just the same, the Continuation Project does nothing to discourage the Sentinel projects from being researched, as they figure it gives a good distraction for any would be saboteur mutants to occupy themselves with, while they continue the real work.
The Continuation Project Think Tanks
The Think Tanks are isolated underground bases, with 3 years of supplies, able to be extended to 10 years of self sufficiency through the most advanced human recycling technology available. Each Think Tank is a bunker, with an Admantium shell, lead lining, and Vibranium layer as well. You couldn't hear it if you exploded 100 tons of TNT in it. The Tanks hold the Intelligence and Command Divisions, and supply only once every 2 years. They have an emergency system that floods the bunker with acid, in the event of being invaded or taken over mentally. The only connections to the outside world are electronic, and equipped with the best in defenses. Even the military doesn't know where these guys are. Anyone who enters, is there for life.
