DRAMATIS PERSONAE
Mr. Touch—a charismatic underground cult leader building an infernal machine. Mr. Touch is a member of the Big 8.
Seven Immortals—A Powerful Mystic Crime Syndicate; very old and at this point believes itself beyond good and evil—has independent concerns. All members of the Seven Immortals are of the secret Chinese family house of Xix.
The Reboots—all dedicated fanatics of the villainous Mr. Touch. Will fight to the death will flood players with their strange tactic and frighten them with their deformed bodies.
Jersey Devil—A mutant/alien psychopathic recluse serial killer. Mr. Cocoa Bubbles is the product of a gene therapy program that has gone horribly wrong and was almost abandoned. Mr. Cocoa Bubbles, the Jersey Devil is an immortal super-solider for an alien race that Dr. Horton Vindicated wishes to recruit in the subjugation of the earth. Think of Tarzan from outerspace

99th White Outs—Mutagenic Street Gang, currently in a state of leadership flux. Aggressively taking on other gangs and dropping old accounts

The Big 8—A conglomerate of criminal masterminds that pool their resources in to a sort of hellfire club type special-type empire. The funding from the Kingdom of Marcasta has allowed them to perform their duties quite successfully
Dr. Horton Vindicated—Plans to take on the rest of the world eventually. His Prime Minister Nina Ashram is participating in gather all the other shadow nations together to aid in their conquest efforts
Uncle Merv—the seeker of magical knowledge and power he is a Possessionist, a specialty of magic that he himself has invented. A huge chaotic threat he throws a monkey wrench in the plans of many a plot
HIVE—a set of adolescent assassins and troubleshooters that work for the good of the hydra, a now defunct criminal institution led by one of their sleeper spymasters, Queen Bea
Queen Bea—Beatrix Kiddoe fund and controls seven adolescent troubleshooters known as the hive she currently is the most power criminal organizer in the south American continent
Dr. Hack—Illegal super powers broker, makes deals according to vouchers received from the Seven Immortals.
STORY ARCS
1. Khan Lark The gang is lead by former member of hive poison, which she is on the run from. She is using the gang as cover from queen bee by giving all of the people who enter the gang enhanced speed and super senses and poison pheromones. Currently, they are using their abilities to cover ground and kill off other gangs that prevent them from selling the derivative of the drugs which causes albinism, rickets, has a crack-like addiction properties and a effects profile like Ketamine. Beat up the patrons and stop the first member of the hive. The Goons possess scores of 1str/dur and 2agy/inl and 4spd. Thievery and close combat at level 2, ranged combat, killing pheromones, and social at level one. All have the white sight (blinding light, see in darkness, pheromone vision, see auras, psionic waves) and full Prescience; a reflexive dodge, quick draw: pistol or mental defense depending on the threat of the players. Gang leaders have the same stats except their durability is 3 have thievery and a combat action at level three and pheromones at level two and they have a healing factor. Poison can’t stop the gang now because a mutant drifter named Leiger Mannix has taken it over and pushed her out of the action and is hunting her down. Boss: Leiger Mannix: scores--str/spd4, dur3, and agy/inl2. Actions--close combat4, thievery3, pheromones4*, ranged combat2 social skills3, steal superpower. Accelerated Healing Factor* Immunity to pheromones*. Toughness+2*. Hive member #1 Poison is the capture goal.

Mr. Touch is a scientist of the evil persuasion with plastic surgery, technology, genetic engineering, tentacles, radar sense, concentration, and leadership all at 4 he also has infernal engineer at level2. His empire of worship spans across three cities and has connections in Amsterdam, Holland and Sydney, Australia. His goons all have a three in ninja and sonar senses of 4 acrobatics of 2 and laser-honed cutlass and monofilament wire both are +2 weapons. Comes to find out that your fight is interrupted by the guy who is going to be guiding you around and gives you the impetus to perform the tasks. This is Uncle Merv, a member of the original hive. Comes to you because, he says, he always had a crush on hive member #1. Poison has a grudge against Uncle Merv. Uncle Merv plans to turn himself into a demon amalgamate and has been searching for the right rituals to perform the acts. He needs to get the players to beat Mr. Touch because he is trying to build an infernal machine which Merv needs the plans for but can't get close to because WHO is on his tail and his needs to get there and given the time to get a look at it.
3. So Uncle Merv tricked you and now you know that there is some psychopath that wants to build an infernal machine that will summon a technology-controlling demon. Bad stuff, well you've been in a hole but Sydney Gravida said he’s taking over the world and he's not fucking around. His brother has been taken into a mutant interment camp in Guatemala and he is going to take over everything from Australia to the Americas and on just to teach a lesson in your betters. Leon has flight, close combat, ranged combat, telepathy, biocomputer, reflexive dodge, and mental defense all at four AN he has wolverines stats and prescience. Leon's defeat gives you a sanctioned go ahead from the UN to become the global Troubleshooter organization. GTO. GTO is like the avengers. Congrats. You may get some cool swag at this point depending on how nice your game runner is

Survive Sydney and you will be contacted by the ancient house of Xix who will tell you that Uncle Merv is trying to unleash the spirit of a 11,000 year old malicious dragon trapped in Mongolia with the help of an infernal machine. You as champions have been given the privilege of stopping them. They also have the very interesting slice of information that Uncle Merv is a member of the big 8 and so are hive members poison, Mr. Touch and Gemini (both the Gravida brothers). Now it comes the time to brawl with Uncle Merv. God help you. Uncle Merv, Has a dragon on his side as well as his usual dirty tricks and extreme physical potency (str/spd linked to mastery of magic6, flight6, transference to technology) Things get difficult when the Aussie mecha that saved your ass last mission works against you now.

They all lead to Dr. Hack the genetic engineer that helped make them. The Queen Bea and the mysterious computer expert Cypher are the last free members of the big 8. The last member of the HIVE is already in jail and Queen Bea is waiting to get around her new recruits to breaking out her old buddy behemoth, their bruiser. Behemoth is a big guy with a big tail looks dumb but is actually quite crafty. No seriously, he’s worshiped in a weird sort prison based international scientology type cult. Behemoth: Tail/6, str/8, spd/4, agy/1, dur/6, inl/4, toughness/6, invulnerability; minor/slashing, piercing. Stop the breakout and you've got a good game. Beatrix and The new HIVE vs. GTO: GO!
6. Vacation time! A trip to the Jersey wood leads to the frightening encounter with Cocao Bubbles. Cypher the crafty mastermind gets in contact with the refugee and gets the lost solider back to the invading alien armada. Behold as the away team of an alien race negotiates with Cypher to become an ally of the evil nation of Marcasta. Jersey Devil Rangers versus the GTO: GO!
7. Players get home to base in New York and see the prime minister of the artificial nation of Dr. Horton Vindicated, Marcasta. Nina Ashram and she invite the GTO to Marcasta. In the Indian Ocean this place is giving all the peoples of Africa and India a place to become rich in an environment designed for them to succeed. On his artificial island (green base) and underwater fortress (blue base) and flying capital (white base) he is leading the people in the white base, organizing his supporters on the green base and gathering technology to build weapons of mass destruction in the blue base. The blue base is also the containment center that the player will be ambushed at and hopefully break out of player vs. Genoshan level soldiers—interesting thing: fighting underwater.
8. Finding out about the evil plan of Dr. Horton Vindicated the player have no choice than to go stop the alien portal that is building in the Aztec City of Malzatocotl that interrogations with members of the big 8 and former and current members of the hive will yield. It is a difficult proposition and the only one that will talk of is the ruined weapon program prospect Leon Gravida. He knows because his brother knows and is more than willing to tell. Just as he is going to begin to tell he is struck by lightning and disappears so does 3 of the detained members of the big 8 (Poison, Mr. Touch and Queen Bea) all rescued by Cypher and now comes the big battle with the aliens in the turning battle in the third world war.

I know that this isn’t complete. There are a lot of characters here with no write-ups. The junior hive members aren’t even conceptualized, it is never established what Cypher can do a bunch of different boo-boo’s. But this is the basic structure.
