We can post your CAD, plus maintaining any and all LOE you might earn, work on inventions, and any other OOC questions here, as well as any House Rules.
Speaking of…
BUYING NEW NON-SUPER POWERED ACTIONS: 1 line to buy at AN 1, +10(X) [where X is equal to any addition to the cost level, like the +1 for Black Ops, 0 for something like Computers or Social Skills], 9 lines to improve to AN 2, 10 lines/AN afterwards as normal IMPROVING ACTIONS 10 lines/AN as normal. IMPROVING ABILITIES TO 3 10 lines/AN as normal. IMPROVING INTELLIGENCE-BASED ENERGY INTELLIGENCE BEYOND 3 40(X-Y) [where X is the higher cost level and Y is the lower one. The result of X-Y should be 1, 2, 3, or 5] IMPROVING DURABILITY BEYOND 3 60(X-Y) [where X is the higher cost level and Y is the lower one. The result of X-Y should be 1, 2, 3, or 5] IMPROVING PHYSICAL ABILITIES BEYOND 3 20(X-Y) [where X is the higher cost level and Y is the lower one. The result of X-Y should be 1, 2, 3, or 5] IMPROVING MODIFIERS Flat rate of 30 lines per increase in MN. BUYING NEW SUPER POWERED ACTIONS: You'll need challenge stones for these, as normal. BUYING MODIFIERS: Case-by-case basis The cost of the modifier on purchase (treat red stones as a third) x 30. Improved at a flat rate of 30 LOE after that. Some modifiers might not be allowed for you to learn by training (GM caveat.)
For example, if you want Mental Defense (+1) or Fast Draw (+1), that would cost 10 LOE. To improve them to (+2), (+3), and so on, would cost 30 LOE. If you wanted Reflexive Dodge (+1), you could wait for 2 challenge stones, or you could spend 60 LOE to buy it.

Dr. Felix Monroe is a genius. He grew up, fascinated, with science and it's applications. As he grew older and spent his years in school he became interested in specializing in Physics, pinpointing the majority of his studies on the sciences dealing with light. After years of study, Dr. Monroe discovered an applicable system to have complete control of existing light in an area to manipulate and produce visual effects. Some of these effects were absolutely misleading and therefore could be used to conceal physical matter or confuse the human eye. With this discovery Dr Monroe used his family's vast fortune to fund his research and create a series of devices to possibly be sold to the U.S. Government for military applications. For 5 years Dr. Monroe toiled in his lab trying to unlock the power of light. When finally came time to see if his theories were correct, Dr Monroe failed in an extremely bright flash of light. With half of his family fortune used up and back to ground zero, Dr Monroe found himself in despair. Two days later as he was finishing up his clean up at the test sight, Dr Monroe was witness to an amazing vision. A series of strange globules of light, three total in number about the size of a basketball, flying and circling the area where two nights ago Dr Monroe tested his formula. The strange lights came upon the doctor and circled him. Amazed, Dr Monroe wondered if this was a result of his formula or something else, but before he could try and figure this out two of the lights fly into space and disappear. The remaining light, only slightly larger than the others, landed upon the cold earth and pulsated. Stunned, Dr Monroe was unsure what to make of it and before he come up with any theories the light shrinks to the size of the others. Suddenly, the light left behind shoots into the sky disappearing into space and to Felix's surprise, leaving another ball of light behind. This new ball was the size of a marble and immobile. Felix scooped up the light and quickly took it to his lab. The light generated it's own brightness and seemed to reflect and refract existing light around it. Fascinated by this, Dr Monroe tried to figure out what this light was from, but as he began to poke and prod the light, he caused an amazing reaction. The light exploded in Felix's face. As Dr Monroe recovered from the flash, he discovered the light was gone, but he also found he could manipulate light as it did earlier. His theories of light manipulation could now be done and implemented through thought alone. Dr. Felix Monroe, now had the ability to manipulate light around him with uncanny effects. Unable to sell this technology to the government since it was an extension of himself, Felix decides to use his powers for the greater good of mankind as Doctor Luminous.

I have not thought too much about Doctor Luminous' costume and I know he needs one with Challenges like Prying Friends and family and Vulnerable loved ones. I would figure by this time Felix has not thought of this, but for the sake of his research he would not want anyone to see his powers, because then he would fail with his science. I would assume that after this initial confrontation he would design a costume and the identity. What do you think?

Hey dorkknight, my Blinding Flash is also an Area Attack. It wasn't mentioned on your rewrite. I bought the 2x or Area Effect Advantage and Power Damages or Stuns at will along with Force Blast. So I made it, Dr. Luminous can either fire a 2X Damage laser or an area Flash of stunning/Blinding energy. Does that make sense?

Also, if you want to come up with any inventions, for stones to use, let's say two weeks passed between these issues (so you can get 84 stones to work with.)

I was already thinking that. I have to ponder this before I approach issue# 2 and you may want to reread your post. I think Jenny made a mistake.

Maybe you can help me out with this one dorkknight. I want to invent a costume. It's light weight and bulletproof( +1 to Defense, No 2x Damage from Firearms and Projectiles). I also want the suit to generate it's own light. A low level glow that Felix can manipulate if the lights go out on him. I am not sure how to buy this. Would it be a Force Blast of 1, Area Effect, Stun Attack only( as in a Blinding Flash)? What do you think?
