Hello, this is turnagealfonso & I have a question for those knowledgeable of the official rules?! I have a hero that wants "Fireworks" as a Super Power Action & they chose the customized name "Flashing Lights" with visible, sometimes blinding light, as their element. My question specifically is if they choose the blinding light option do they have to pay 5 extra cost levels as normal to pay for the blinding, disable, option? If anyone can help with info. it would be appreciated! Thanks in advance!!

Fireworks with the advantage "Disables if damage occurs"... yes, you definitly have to pay +5 for that. Does Fireworks have a natural blind ability? I don't have my book on me and the only option I see for it is additional elements :\. But yes, disabling is a huge advantage so you'd definitly have to pay for it.

It all depends on how the player wants to treat the term "blinding." If it's just for flavor text, then don't worry about it at all. If the player wants it to have the option to do either, go for the +1 Advantage in the X-Men Guide that allows you to choose to damage or stun. How to define stun is somewhat up in the air, but I know a few of us here (myself included) take it as draining stones from your Energy Reserve rather that HP. If your player wants to do both at the same time, then go with the +5 CL. After all, that would be quite the crippling hit, draining energy and reducing your ability to regenerate!

You've got a lot of questions, which is awesome. SuperBro already answered this one. But let me add one other piece of information: Powers almost always have a short and sweet section at the bottom that tell you exactly how they work. If someone wants anything other than what is listed right there, they pay for the difference

Though considering the type of power, I think I'd allow a -1 reduction to that cost... make it a +4 instead of a +5. It's easy to blind using light... I might be too kind... but when it seems logical, I tend to grant the -1 cost reduction rather often.

If I wanted a "flashing lights" that damaged and stunned at the same time would that be like disabled for +5?
