As far as Magic goes...
I AM going to post a revision, but a lot of people are going to be upset with it and disagree with me, because I take a different view of the Magical Actions than most (specifically, I don't find them to be as overpowered as most seem to.) My biggest problem with magic is the lack of thematic limitation, which I feel is the responsibility of the GM and player, not the system.

Drain Energy AN+1(Option: Range 2 +4 Cost levels... c'mon people this removes the touch requirement, its a HUGE advantage Option: Improved Drain +3 Extreme Death Factor ONLY available with Improved Drain -4 Cost Levels. Must drain all red stones from victim. Option: Tied to location -4 Option: Redirect absorbed stones as Force Blast +1 Cost level Option: Death Factor +2) Shouldn't the regular Death factor option be - 2 not +2

Nope, having to drain peoples life energy to survive is a distinct advantage.

And on metamorph the stones staying the box to use as energy for the actions, if you use them do they go away or is it like Psi-weapon and they stay in always.

I've tried to run Metamorph a bunch of different ways... its always too expensive as-is, but changing the cost never seemed right either... either it became as cheap as an option you could use Metamorph to get (making it pointless to buy that Action rather than Metamorph), or I added to it so much that it became too cheap.
This partially solves one of Metamorph's biggest problems (the lack of energy to fuel benefits gained by your changes), AND helps justify its big cost.
To be fair, I didn't come up with this. I had an option posted up for Metamorphosis that someone (rightly) pointed out was far too good, and another player suggested the "stones stay in the box" option. I can't remember which player that was, but he's the responsible party for what, I think, is a great idea.

Maybe say that (this could be enforced by GM house ruling)... to take a Mastery, you must have at least +X worth of options. I have a cheesed boss in my campaign right now that's using mastery for FB/FF and create/manipulate. Then again, I'm the GM and it's just cheese enough to keep my players on their toes Do you think a Masters should be forced to have create/manipulate or some means of making their element (flame thrower) before they can use FB/FF?... that seems fair to me. A Master of Fire with no fire around that can't make it himself seems kinda boned imo. However, a Master of Fire that doesn't have the ability to create his own fire saves at least (probably) 1w or 2w, if not more, in character creation. Plus, a smart player should be able to find a way to latch onto a flame. All you need is a spark... Heck a lighter worked for Pyro in the Second X-Men movie

Will healing Magicial be free to add to Mastery of Magic? Healing AN (Mutant/Magical +1, Medical -1) Cause of the HOUSE RULE/OPTION: Any action that can be bought at -1 cost, can also be purchased as a Mastery of Magic "option" for the same "+" (So an action that would normally cost AN+2 with the Mastery of Magic discount becomes a +2 option).

No, just like with Masteries, theres a minimum of +1 for any option you add.
OH MY COW! Why didn't somebody point out that I've COMPLETELY forgotten Power Armor???

I like it too. I've used it before, and it works well. Wish I could take credit for the idea or remember who DID come up with it to give them credit LOL
And, thank you very much rinjo, will do.
PA isn't going to be much of a problem... I've had a lot of experience with PA characters and I think its really a simple matter of altering the "Actions per panel" setup and making it so that they can't get so many options so much cheaper than other characters. Its just more work *sigh*
This is no good for my laziness.
