New Action Chaos Trap Cost level AN+3
This ability allows a person to instantly lay a trap of any type. Traps such as pitfalls and ensaring traps are the primary use. Dificulty to escape would be equal to the number of stones played. These traps would appear instantly, and will catch one person or vehicle, unless the thing being captured can put in more stones into an action like Speed, Agility, Acrobatics or some other action than the person put stones into the action. It's chaotic because while the person setting the trap can determine what they want, they cannot determine how it would happen. For example, an ensnare trap may be resolved as a simple rope, clinging tentacles, or quicksand.
It's rough for now. I'm looking for opinions on how to better do this. Any thoughts?

How would this be different from set/spot trap, aside from you giving them the option to allocate to evading the trap.

Not sure what you mean.

It sounds to me like it is sort of a limited version of Hex Squares: The user can magically (or however) set any general type of trap they want, but actually look and effect would be completely random.
The difference from Set/Spot Trap is that specialty would need to be planned, created, and set, which would normally take a considerable amount of time depending on the trap. If I understand hero correctly, his traps would be set instantly, yet the 'how' the trap ensnares its victim is unknown.

That's exactly it.

Any ideas on how to improve this action?

So is there a duration to this or what? When I hear trap, I think "something that's set up to stop people from getting through," which implies duration (to me, at least).

Duration....hadn't thought of that. I suppose there would be a default duration of 3, that should work fine.

Here's the refined version
Chaos Trap AN+3
This is the ability to create traps instantly, any type of trap at all. The only catch is that how it manifests is totally random. Duration of trap is default of 3, but stones can be added to increase this(but do not add to effect). Resistance to escape or avoid is equal to number of stones put into effect. Area affected is default of 1, but again stones can be added to increase or decrease(these also do not add to affect)
