Bruce Banner has never seemed all that smart or good with Technology to me. However, I do somehow agree with the increase to his Inventing. (It's probably because someone posted several examples of stuff he invented a while ago.) And the increases to his abilities are... debatable. Still, I think he doesn't officially have Int-based energy, so that's an improvement.
Hulk... I've gotten into arguments before about beefing him him, and I suggested double damage on his Close Combat (or replacing it with Unstoppable). But with his 9 in Unstoppable, he can combine that with Close Combat for a huge number of attack stones, ans thanks to Energy Battery, he's got more fuel for them, too. However, this doesn't seem to reflect the increased strength he gets from rampaging. The Mental Defense makes him much harder for telepaths to deal with, but I'm not sure he needs that much (if any). Plus, I'm not familiar with the Leaping or Raging modifiers you gave him. (A description or link would be helpful.) Oh, and I don't know about him having underwater vision, but he can see spirits/ghosts.
Cyclops has had a number of fixes suggested for him, and while yours works to an extent, I think I'd prefer to see the new & Improved Force Blast modifier created not too long ago. Besides, you forgot to include he's immune to his brothers' powers (unless they've changed or retconned that). He's also a good pilot, but your write-up doesn't have Vehicle Operation.
I'd talk about the others, but I'm really darn hungry at the moment. I'll fix that and probably be back in an hour.
