No... they're two schlubs with high Ranged Combat AND a high combat modifier.
Rarely does Bullseye use anything that would provide a large weapon modifier anyway, and I believe the highest bonus in Hawkeyes entire quiver is +4...

*shrugs* I can't argue that one....
What if we just have weapons confer "Advantages" onto your Ranged Combat.... Like if you have an Adamantium Arrow, you don't get +3 to your RC, but you get Armor Penetration (Level 4)... Or if you have an arrow made of flame, you get 2x damage to your RC...
Does that sound more on the ball?

1 action + 1 modifier + ?1 ability bonus?
we can have the weapons be the modifier. They just cant use a targeting modifier as well. All we need to do is make it so that the weapons modifiers dont total mess up non ranged fighters or ranged fighters.

I think my objection got lost on the last page, so I'll say it again: What happens when someone in a fist fight picks up a fire axe or a baseball bat. Ignoring this trope, what advantage does the weapon provide? There aren't enough "effects" to go around. I count only a handful of effects: x2 damage x3 damage +range armor penetration Maybe a katana would confer Efficient or something like that. But seriously, what else is there? We can make up some neat things, but in the end, a lot of weapons are going to be the same when they shouldn't be. ~TWF

See, thats the issue... I don't think that normal weapons should provide any significant advantage over fighting bare-fisted. They certainly don't in the comics. If they did, Hulk and Thing would be toting battle axes everywhere they went.
Its not that I don't feel that theres a certain "edge" to having a weapon, but do I think its a big enough advantage to constitute additional, free combat stones? Not really, no.

Well, I'm game for drafting a list of weapons. We're going to have to lump a lot of weapons into a small number of categories. We might as well lump them in by the effect they give. Anyone care to take a stab at it?

Why don't we add this disadvantage: "Can only be used with x weapon," and that disadvantage applies to advantages. Like this:
Close Combat -2x Damage: +2 to Cost Level --Can only be used with katanas: -1 to Cost Level
Then ensure that very few weapons are unbreakable (like Captain America's shield or Mjolnir), and maybe we have a deal.
